Dear Mr. Vidalakis:
Thank you for submitting the Site Management Groundwater Monitoring Report (Event 43) (Report) on August 30.2024. The field effort and Report write-upwere performed by Bingham Engineering,
Inc. on behalf of East Downtown, LLCfor the Sitelocated at 624-634 East 400 South, Salt Lake City, Utah 84102(Site).
The Report outlines the sampling performed on June 13, 2024, of monitoring well MW-12 and groundwater measurements collected from MW-12, DH-19, and DH-21. Tetrachloroethene (PCE) was
identified in MW-12 at a concentration of 113 micrograms/liter (µg/L) which is below the action level of 396 µg/L established in the Site Management Plan and Risk Assessment Report (SMP)
submitted on October 30, 1994, and revised on December 21, 1994. Additionally, the Conclusion Section of the Report indicatesthat “relatively low” PCE concentrations are present, the
PCE concentrations will at approximately 25% of the corrective action level, and PCE concentrations are not expected to “disappear for decades if not centuries” warrantingthe recommendation
toterminatethelong-termmonitoring and (SMP).
The Division has considered the request to terminate the long-term groundwater monitoring at the Site.However, due to the concerns initially presented in the Division’s May 24, 2024,Approval
Letter of the Site Management Groundwater Monitoring Report (Event 42) Report and reaffirmed by the data presented in the Event 43 Report, the Division cannot approve the recommendation
to terminate the groundwater monitoringbecause the Site has not met the requirements set forth in Utah Administrative Code R315-101.
