Dear Mr. Bowlden, Subject: RTCR Level 2 Assessment for Skoots Creek Subdivision Utah09053
Thank you for meeting with me on July 31st, 2024, to conduct the Level 2 Assessment (L2) of your
water system. Your cooperation in facilitating this assessment is greatly appreciated. Observations:
The assessment was prompted by two Level 1 assessments within a 12-month period, September
2023 and October 2023 without repeat samples.
Conclusions:
1. The TC+EC- samples and subsequent L1 assessments were likely due to sampler error and/or stagnant water at sample location. 2. October 2023 L1 was due to a lack of 3 required repeat samples per the TC+ Routine sample
rule.
Deficiencies: None were assigned during this assessment. Recommendations:
1. Distribution System O&M: Conduct disinfection and flushing of the distribution system
in accordance with AWWA C651 standards at start up and at shut down prior to winter.

2. Revise RTCR Sample Site Plan: Update the RTCR sample site plan to exclude sampling sites located at the ends of the system and submit the revised plan to the Division of Drinking
Water (DDW).
3. Follow DDW seasonal start up procedure for disinfection and flushing of the system. 4. Drain, disinfect, and clean the storage tank at the system start up in spring.
5. Follow RTCR and Ground Water Rule for repeat and triggered source sampling after a routine TC+ sample. If you’re unsure about the follow-up sampling process, contact DDW for guidance.
6. Follow Sanitary Sampling Protocol: Ensure that sampling locations are properly flushed
and disinfected using a strong chlorine-based solution. This includes applying the solution, allowing adequate contact time, flushing the site, and collecting the sample.
