Wade,
I am sending you this email to make you aware of EEi’s progress to provide the information you have requested.
1. R315-310-3[1][c] – Bret may find a map with Latitude and Longitude coordinates for the front gate. In the mean time I found the following on
EEI’s DAQ permit:
UTM coordinates: 572,558 m Easting, 4,443,117 m Northing, UTM Zone 12 UTM Datum: NAD83
Map of land use and Zoning we can pick up at the County.
2. R315-310-3[1][d] – Area served:
West boundary – Wasatch Front
East “ - Colorado Border
North “ - Wyoming border
South “ - Book Cliffs
3. R315-302-2[2] – Most of what is required in this regulation can be found in our application under 1.0 operations plan p. 1-5. We missed e,f and j
for sure but will re-visit.
4. R315-302-2[3][a][i] - This is complete in an x-cell format.
5. R315-302-2[5][a] – This is complete in an x-cell format.
6. R315-309 – EEI’s controller, Keith Hohensee, and our bank worked with your financial assurance expert to craft the document that met the
requirement for the Waste pile permit. We will study R315-309 to determine if the requirements for a class IIIb landfill permit differ from the waste
pile financial assurance requirements. If you could send me that gentleman’s name and contact information we would appreciate his assistance
once again.
7. R315-310-3[2][a][i] through [iii] – My notes indicate that Brian Speer waived this requirement based on the idea that EEI notified the property
owners originally in 2011.

8. R315-310-4[2][a][ii] – A map of prevailing winds will be provided.
9. R315-302-1[2][e][i][B] – Civco will provide this determination by a certified ground water scientist.
10. R315-302-1[2][f] – Civco will provide notice of concurrence.
11. R315-302-2[2][b] – This information is mostly completed and will be part of our submittal next week.
12. R315-302-2[2][i] – This information is complete.
13. R315-309-2[3][a], R315-309-2[3][a][v], R315-309-2[3][b], R315-309-3[2] [a] through [c], R314-309-4[2] – All are part of satisfying #6 above.

Hi Todd,
Thanks for sending this over! Looks like you've already made a lot of progress. Just a couple of things:
6. Our Scientist over financial assurance is Brent Gaschler, who can be reached via email at brgaschler@utah.gov or by
phone at 385 454-5330.
7. You're right, you don't have to do this again. Just so we have some sort of paper trail, if you could state somewhere in
the application that the public participation requirement was completed in 2011, that would be great.
Whenever you have the updates in the application, re-submit by uploading it as a miscellaneous document in the
community portal, or email it to dwmrcsubmit@utah.gov.
