Subject: Amended System-Specific Minimum Sizing Standards

Dear George Love:
Based on the water use data submitted to the Division of Water Rights (DWRi), the following
system-specific minimum sizing standards have been set for Vineyard City:
Peak Day Source Demand (gal/day/ERC) – 1,385 gal/day/ERC
Average Annual Demand (gal/yr/ERC) – 233,600 gal/yr/ERC
Equalization Storage (gal/ERC) – 640 gal/ERC
Fire Storage (gal) – 960,000 gal
These standards are effective as of the date of this letter. A summary of the water use data and
calculations used to set the minimum sizing standards is attached for your reference. The
Division plans to evaluate these standards every 3 years, or upon request.
Water System Background
The Vineyard City Water System (the System) is a community water system located in Utah
County. The System currently has about 2,868 residential, 68 commercial, 8 industrial, and 48
institutional connections serving an approximate population of 20,274 people. The System has
a drinking water and secondary irrigation system. The System currently operates equipment
associated with two consecutive connections and one emergency consecutive connection.
Orem City and Central Utah Water Conservancy District – Utah Valley (CUWCD) water
systems supply the turnouts for the consecutive connections. Both Orem City and CUWCD
have contractual agreements to supply water to the System which are identified in the
Division’s database as WS001 and WS003, respectively. The System indicated that the
Lindon City emergency connection is no longer connected at this time. Orem City (WS001)
and CUWCD (WS003) provide a peak day maximum of 2,100 gpm and 1,361 gpm,
respectively. This is a total source capacity of 3,461 gpm for the System.

A 6-million-gallon tank (ST001) and a pump station (PF001) are being constructed with an
anticipated completion of October 2024. In the interim, it is understood that the System has
entered into a temporary water storage agreement with CUWCD that will provide the System
with up to 4 million gallons (MG) of temporary drinking water storage. At the end of the
agreement, the System will continue to receive 2 MG of storage in addition to the 6 MG from a
newly constructed storage tank (ST001). At completion, the System will have an effective storage
volume of approximately 8 MG.
Minimum Sizing Standard Background
Per Utah Code 19-4-114, the information needed for the Division of Drinking Water (the
Division) to set system-specific minimum sizing standards may be based on water use data
submitted to the DWRi, or alternatively, a community water system can submit an engineering
study to the Division if the water system’s water use data is not representative of future use or
the water system does not yet have actual water use data.
Actual water use data was only available through DWRi for 2017 and 2018; therefore, the
System decided to complete an engineering study which was submitted to the Division for
review. The Division provided comments on the engineering study which were mostly to clarify
understanding. The report was sufficient to meet the Division’s requirements for an engineering
study. However, it was determined that source and storage capacity would be deficient. The
Division allowed time for your water system to resolve potential capacity deficiencies. Your
office replied on August 31, 2022, to provide evidence that your system satisfies the source and
storage capacity requirements. Most of the information was received but the final submission
was completed on November 17, 2022. Therefore, the Division is setting the system-specific
sizing standard for your water system.
Water Use Data Definitions
Peak Day Source Demand is the total flow into a public water system to meet the demand of the
water system on the day of the highest water consumption in a calendar year.
Average Annual Demand is the total quantity of drinking water flowing into a public water
system within a calendar year.
Total Equivalent Residential Connections (ERCs) term represents the number of residential
service connections and the number of equivalent residential connections for non-residential
connections (commercial, industrial, institutional connections).
Minimum Equalization Storage requirement is a volume that is equivalent to the amount of water
needed to meet the average day culinary demand for public water systems. Equalized storage per
ERC is calculated by dividing the Average Annual Demand per ERC data by the number of
operational days in a year.

Fire Storage was set based on information from Jason Earl of the Orem City Fire Department on
August 31, 2022.
Storage Capacity
Based on your system’s temporary storage agreement and the storage minimum sizing
requirement established in this letter, your system is compliant with the minimum storage
capacity requirements.
Source Capacity
The Division has documentation of established safe yields for all your system sources. Using
total system-wide safe yields and the source minimum sizing requirement established in this
letter indicates your water system is compliant with minimum source capacity requirements.
