for Gasoline Dispensing Facilities (GDF)1

This Initial Notification is to meet the requirements of Section 63.11124(a) or (b), 40 CFR
Part 63, Subpart CCCCCC — National Emission Standards for Hazardous Air Pollutants for

This Initial Notification report for existing sources is due:
1. Not later than May 9, 2008, or within 120 calendar days after the source becomes
subject to the relevant standard.
2. Not later than May 24, 2011, if your existing source is subject to the control requirements
in section 63.11117 or 63.11118 only because it loads gasoline into fuel tanks other than
those in motor vehicles, as defined in section 63.11132.
Sources may also use the application for approval of construction or reconstruction under section
63.5(d) to fulfill the initial notification requirement.
If you are a new or reconstructed GDF on or after November 9, 2006, you must also
include information required under 63.5(d) and 63.9(b)(5)—- the Application for Approval of
Construction or Reconstruction. You may use the Application for Approval of Construction and
Reconstruction as your initial notification. (section 63.5(d)(1)(ii)).

1 Gasoline dispensing facility (GDF) means any stationary facility which dispenses gasoline into
the fuel tank of a motor vehicle, motor vehicle engine, nonroad vehicle, or nonroad engine,
including a nonroad vehicle or nonroad engine used solely for competition. These facilities
include, but are not limited to, facilities that dispense gasoline into on- and off-road, street, or
highway motor vehicles, lawn equipment, boats, test engines, landscaping equipment,
generators, pumps, and other gasoline-fueled engines and equipment.
Gasoline means any petroleum distillate or petroleum distillate/alcohol blend having a Reid
vapor pressure of 27.6 kilopascals or greater which is used as a fuel for internal combustion
engines.

Briefly describe your GDF:
Provide (at least the following is required) a brief description of the nature, size, design, and
method of operation of the GDF and an identification of the types of gasoline storage tanks and
vent pipes.
This is a new facility with anticipated monthly throughput greater than 100,000 gallons. The facility
contains eight (8) dispensers, two (2) 20,000-gallon underground storage tanks (USTs) containing
regular gasoline and one (1) 20,000-gallon compartmentalized UST (split 12,000 gallons diesel fuel
/ 8,000 gallons premium gasoline). Underground vent piping is made of fiberglass reinforced plastic
and aboveground vent piping is black iron with pressure vacuum vent valves on the storage tank
vent.

2 Monthly throughput means the total volume of gasoline that is loaded into, or dispensed from, all
gasoline storage tanks at each GDF during a month. Monthly throughput is calculated by
summing the volume of gasoline loaded into, or dispensed from, all gasoline storage tanks at
each GDF during the current day, plus the total volume of gasoline loaded into, or dispensed
from, all gasoline storage tanks at each GDF during the previous 364 days, and then dividing that
sum by 12.

Note: You are not required to submit this Initial Notification if you answer #1 “Yes”, as long as the monthly
throughput at your GDF remains below 10,000 gallons. You must have records available within 24 hours
of a request to document your gasoline throughput. You are still subject to this rule, and must comply (be
able to answer Yes) with all the items in #2 by January 10, 2011, except that if your existing source is
subject to this subpart only because it loads gasoline into fuel tanks other than those in motor vehicles, as
defined in section 63.11132, you must comply by January 24, 2014.

2. Do you not allow gasoline to be handled in a manner that would result in vapor releases
to the atmosphere for extended periods of time? Measures to be taken include, but are not
limited to, the following:
(a) Minimize gasoline spills;
(b) Clean up spills as expeditiously as practicable;
(c) Cover all open gasoline containers and all gasoline storage tank fill-pipes with a
gasketed seal when not in use;
(d) Minimize gasoline sent to open waste collection systems that collect and transport
gasoline to reclamation and recycling devices, such as oil/water separators.

submerged fill3 pipe whose discharge in the bottom of the tank is no more than the
following?
(a) Submerged fill pipes installed on or before November 9, 2006, must be no more than
12 inches from the bottom of the storage tank.
(b) Submerged fill pipes installed after November 9, 2006, must be no more than 6 inches
from the bottom of the storage tank.
Note: Submerged fill pipes not meeting the specifications in (a) or (b) above are allowed if
the owner or operator can demonstrate that the liquid level in the tank is always above the
entire opening of the fill pipe. Documentation providing such demonstration must be made
available for inspection by the Administrator’s delegated representative during the course
of a site visit.

authority that prior to January 10, 2008, you are operating in compliance with an enforceable State, local,
or tribal rule or permit that requires at least:
(a) Submerged fill pipes installed on or before November 9, 2006, must be no more than 12 inches from
the bottom of the storage tank.
(b) Submerged fill pipes installed after November 9, 2006, must be no more than 6 inches from the
bottom of the storage tank.

3 Submerged filling means, for the purposes of this subpart, the filling of a gasoline storage tank
through a submerged fill pipe whose discharge is no more than the applicable distances specified
in section 63.11117(b) (and listed in question 4) from the bottom of the tank. Bottom filling of
gasoline storage tanks is included in this definition.

#6; and if you can demonstrate that prior to January 10, 2008, you are operating in compliance with an
enforceable State, local, or tribal rule or permit that requires at least, both:
(a) Submerged fill pipe whose discharge in the bottom of the tank is no more than: (a) Submerged fill
pipes installed on or before November 9, 2006, must be no more than 12 inches from the bottom of the
storage tank, and (b) Submerged fill pipes installed after November 9, 2006, must be no more than 6
inches from the bottom of the storage tank. (see Note under question 4.)
(b) Vapor balance system in compliance before January 10, 2008, with either: (a) Achieves emissions
reduction of at least 90 percent, or (b) Operates using management practices at least as stringent as
those listed in Table 1 to 40 CFR Part 63, Subpart CCCCCC.
4 Vapor balance system means a combination of pipes and hoses that create a closed system
between the vapor spaces of an unloading gasoline cargo tank and a receiving storage tank such
that vapors displaced from the storage tank are transferred to the gasoline cargo tank being
unloaded.
