Dear Ms. Brennan:
Terracon is pleased to provide this Work Plan and Price for the Hardy Service Conoco facility
in Delta, Utah. This Work Plan was requested by the Utah Department of Environmental
Quality (UDEQ), Division of Environmental Response and Remediation (DERR), under Contract
#216383, Work Assignment GHS-3-TER. The objective of this Work Plan is to secure
permission to access the site wells, conduct one round of monitoring and sampling of all
available monitoring wells, and submit a report documenting the monitoring event.

WORK PLAN TASKS
Task 1: Site Access and Preliminaries
Task 1 is to secure permission to access the site wells. It is anticipated site access can be
acquired by calling or emailing the property owner and that they will provide access and sign
a DERR Grant of Access form without issue. If the site owner, or occupant if different than
the owner, resist site access, we will contact you to discuss alternative actions that are beyond
the scope of this Work Plan.

Task 2: Groundwater Monitoring and Sampling
Terracon reviewed the Utah DEQ’s Interactive Map for the most recent documents associated
with the Hardy Service Conoco site. The most recent document, a Site Condition Report for
LUST Trust Site Reviews, dated September 3, 2021, stated the following relating to the Hardy
Service Conoco site.
The site has been re-developed as a City of Delta Fire Station. A release was reported
from a previous gas station that operated on the site. Terracon was able to locate 5 of
the 6 monitoring wells installed at the site in 2014. The only well not found was MW-
2, which has been covered by concrete in the front of the building during re-
development.
The last sampling event conducted at the site was in May 2015. Groundwater sampling
of the six monitoring wells associated with the site reported concentrations of dissolved
petroleum hydrocarbons above the ISL in two on-site monitoring wells: MW-1 and MW-
2. Naphthalene exceeded the Tier 1 Screening Level in MW-1. Off-site monitoring wells
did not report an exceedance of an ISL.
Based on the 2021 report, we assume five groundwater monitoring wells (MW-1, MW-3, MW-
4, MW-5, and MW-6) remain on-site and are accessible for this monitoring and sampling
event. The attached Exhibit 1, extracted from the 2021 report, shows the locations of the
monitoring wells.
Terracon will mobilize to the site to conduct the single round of groundwater monitoring and
sampling. This will include documenting depth to water, thickness of any free product, and
other observations, and collecting samples for laboratory analyses. The samples will be
collected by a Utah-certified Soil & Groundwater Sampler following applicable DERR
regulations and guidance. The 5 groundwater samples and one trip blank will be submitted
under chain-of-custody protocols to Chemtech Ford Analytical Laboratory for analysis of:

benzene, toluene, ethylbenzene, total xylenes, and naphthalene (BTEXN), by EPA
Method 8260,
gasoline-range total petroleum hydrocarbons (GRO), by EPA Method 8260, and
diesel-range total petroleum hydrocarbons (DRO), by EPA Method 8015.
If concentrations exceed an ISL, the groundwater sample with the highest GRO
or DRO concentrations will subsequently be analyzed using DERR’s total
petroleum hydrocarbon fractionation method, by EPA Method 8270. This is
anticipated to be the groundwater sample from monitoring well MW-1.

Task 3: Project Documentation, Report, and PST
Claims Management
Upon completion of site activities and receipt of the laboratory analytical results, a
Groundwater Monitoring Report will be prepared and submitted to DERR that will include
the following.
Documentation of field activities
Site plan showing pertinent site features
Current and historical laboratory analytical laboratory results
Current and historical groundwater elevation data
A groundwater gradient map
Iso-concentration contour maps for benzene and GRO, where sufficient data is
available. Benzene and GRO iso-concentration maps were prepared in the last
sampling event conducted in 2015.
Data evaluation and presentation of findings
Task 3 also includes time to generate the PST Fund invoices and coordination to complete the
invoice with the client and DERR.

The services in this Work Plan will be performed in a manner consistent with generally
accepted practices of the professional undertaken in similar studies in the same geographic
area during the same period. Terracon makes no warranties, expressed or implied,
regarding its services, findings, conclusions or recommendations. Please note that Terracon
does not warrant the work of laboratories, regulatory agencies or other third parties
supplying information used in the preparation of the report.
If PST Fund Labor rates are changed prior to work being completed, the Work Plan will be
updated to reflect the new rates.
If conditions are identified that will substantially alter the proposed Scope of Work, Terracon
will notify DERR to discuss appropriate actions or modifications to this Work Plan. Terracon
will not exceed the estimated costs without prior approval from the DERR Project Manager.
ASSUMPTIONS
The following assumptions were made during preparation of this Work Plan and Price:
Terracon assumes that no site access issues will be encountered. In the event
Terracon encounters difficulty with access to the site or adjoining roadways,
DERR will be contacted immediately to determine appropriate courses of action.
Terracon assumes that the monitoring wells proposed for sampling are in
adequate working condition with sufficient water column to allow sampling and
are not covered by asphalt or otherwise inaccessible.
For cost estimating purposes, Terracon assumes 6 groundwater samples will be
submitted to the analytical laboratory, one from each of the 5 wells, plus one trip
blank. If concentrations of petroleum hydrocarbons exceed an ISL, TPH-
Fractionation will be requested on the sample reporting the highest
concentrations.
