Dear Ms. Chavez,
On behalf of 7-Eleven, Inc. (7-Eleven), Stantec Consulting Services Inc. (Stantec) has prepared the following
work plan and budget (WP&B) for post no further action (NFA) work at Speedway Store No. 9444 (the Site),
located at 874 East 1300 South, Salt Lake City, Utah (Figure 1). 7-Eleven acquired Speedway in 2021, and
the Site is also referred to as 7-Eleven Store No. 47165. The Utah Department of Environmental Quality
(UDEQ), Division of Environmental Response and Remediation (DERR) refers to the Site as Facility ID
4000765 and Release Site MWK.
The Site is eligible for reimbursement under the Utah Petroleum Storage Tank Trust Fund. Stantec assumes
that the most recent WP&B for Release Site MWK was WP&B MWK-11 submitted by Antea Group (Antea)
on September 29, 2021. The scope of work proposed herein would therefore be designated as WP&B
MWK-12.
WP&B MWK-12 has been prepared at the request of the DERR based on a letter dated January 8, 2024.
WP&B MWK-12 presents a technical approach and cost estimate to complete monitoring and remediation
well abandonment, remediation system decommissioning, reporting, and reimbursement services. The
purpose of this scope of work is complete the closure of Release Site MWK.
Scope of Work
Task 1 – Work Plan Preparation and HSSE
Task 1 includes the preparation of this work plan, subcontractor procurement, and communication and
coordination with the DERR. Stantec will prepare a Site-specific health and safety plan to address hazards
associated with the proposed scope of work.
Task 2 – Well Abandonment and Remediation System Decommissioning
All monitoring and remediation wells will be abandoned by a Utah Division of Water Rights licensed well driller
in accordance with the Utah Administrative Rules for Water Well Drillers, R655 4 14. At a minimum, the
groundwater monitoring well monument, cement plug, and the upper 12 inches of the PVC casing will be

removed at each well location. Hydrated granulated bentonite will be used to backfill the remaining casings.
Resurfacing will match the current existing surroundings at each well location; wells are located in concrete,
asphalt, and landscaped areas. Site wells to be abandoned include nine groundwater monitoring wells, eight
soil vapor extraction (SVE) wells, one air sparge well, and one nested vapor sampling well.
All underground remediation piping will be cut below grade, grouted in place, and capped. The Site has
approximately 600 feet of two-inch diameter remediation piping.
The remediation system will be disassembled and all remediation equipment will be transported to the State
Surplus Facility in Draper, Utah. A photolog of the individual components of the skid mounted SVE/electronic
catalytic oxidizer (CATOX) system is included as Attachment 1. The remediation equipment specifications
are included as Attachment 2. The remediation system manifold and aboveground piping will be disposed
of. The remediation system enclosure building will be torn down and disposed of; the building was
constructed around the remediation equipment directly on the concrete slab foundation and cannot be moved.
Rocky Mountain Power will disconnect the 200 amp, 208 volt, three 3 phase electrical meter. The electrical
wire will be pulled back to the utility pole along 900 East. The underground electrical conduit will be cut below
grade, grouted in place, and capped.
Cost bids for site closure activities were requested from Direct Push Services, LLC, ET Technologies, Inc,
and Pacific West, LLC (Pacific West). Pacific West provided the lowest reasonable bid; therefore, Stantec
will award the work to Pacific West. Copies of the subcontractor cost estimates are provided in
Attachment 3. Pacific West will be responsible for obtaining the permit and bond with Salt Lake City for well
abandonment in the ROW, and costs for those items are included in the estimate provided by Pacific West.
The bid provided by ET Technologies was lower than the Pacific West bid; however, it appeared
unreasonable based on comparison to the other bids, and one line item was provided as a zero cost.
Task 3 – Reporting
Stantec will prepare a brief summary report documenting the completion of WP&B MWK-12.
Task 4 – Reimbursement Services
Stantec’s services will include preparation of reimbursement claims on behalf of 7-Eleven. This task includes
assembling invoices paid by 7-Eleven, subcontractor invoices, details of charges, Stantec invoices, proof of
payment documentation, the DERR Standardized Invoice Form, and the DERR Request for Payment
Voucher Summary Worksheet.
Estimated Costs
The estimated costs for the scope of work described in this work plan are presented in Table 1. Non-
reimbursable costs, such as subcontractor markup, have been omitted from the cost breakdown. The costs
presented in Table 1 represent Stantec’s estimate of likely charges to be incurred during the implementation
of the scope of work described above. Actual charges to the tasks and activities included in the scope may
vary from those presented in the estimate as activities and tasks require either more or less effort than

cost breakdown, or if additional authorization above the total estimated cost of this work plan is required.
