Spackman Enterprises has completed a subsurface investigation at the above-referenced facility in
accordance with State of Utah Division of Environmental Response and Remediation (DERR) guidelines.
INTRODUCTION
The site is a the former SEG Distribution site, a former trucking facility. Utah Transit Authority
purchased the site and found three, 10,000-gallon underground storage tanks (USTs) closed in place near
the eastern edge of the property. Union Pacific owns the property east of subject site.
The USTs were removed as part of a construction project on May 8, 2024. Soil and groundwater closure
samples exceeded Tier 1 levels. A site map is provided as Figure 1.
The purpose of the subsurface investigation is to define the extent of soil and groundwater contamination
around the former UST basin.
METHODOLOGY
On May 26, 2024, five borings were installed around the former tank basin to evaluate the magnitude and
extent of soil and groundwater contamination. Because the former UST basin is located near the property
line, no borings could be placed to the east. The soil from the UST removal was stockpiled directly to the
north of the tank basin. Borings were placed on both sides of the stockpile.
Five-foot soil core samples were collected continuously from the direct push borings. A portion of the
soil core was put in a zip-lock baggie to allow hydrocarbons to volatilize. The air in the zip lock baggie
was then screened with a photoionization detector (PID). PID readings were not detected in any of the
soil. Soil samples were collected from the interval above the apparent water table in each boring and
submitted for laboratory analysis of MTBE, benzene, toluene, ethylbenzene, xylenes, naphthalene

(MBTEXN) using EPA Method 8260 and total petroleum hydrocarbon-diesel range organics (TPH-DRO)
using EPA Method 8015.
Groundwater was encountered approximately six feet below grade. Groundwater samples were collected
using a peristaltic pump from each boring. The samples were submitted for laboratory analysis of
MBTEXN using EPA Method 8260, and TPH-DRO using EPA Method 8015.
RESULTS
Soil Type
Soil type was evaluated during the subsurface investigation by field analysis of soil samples. The native
soil at the site consists of silty and lean clay. Boring logs are attached.
Soil Analytical Results
Table 1 lists the analytical results of all soil samples collected during the UST removal and subsurface
investigation. The UST closure sample collected on the north side of the tank basin exceeded Tier 1
levels and the sample on the south side was below Tier 1 levels, but exceeded Initial Screening Levels
(ISLs). Hydrocarbons were not detected in any of the soil samples collected during the subsurface
investigation. The laboratory analytical reports and chain-of-custody records for soil samples collected
during the subsurface investigation are attached. PID readings are shown on the boring logs.
Groundwater Analytical Results
Table 2 lists the analytical results of the groundwater samples collected during the UST removal and the
subsurface investigation. Both UST closure samples exceeded the Tier 1 level for TPH-DRO.
Groundwater samples from B-1 and B-2 exceeded the ISL for benzene, but all other hydrocarbons were
below ISLs. The laboratory analytical reports and chain-of-custody records for groundwater samples
collected during the subsurface investigation are attached.
TIER 1 CRITERIA
Land Use
The site is located in an industrial/commercial area. No residences are located within 1,000 feet of the
site. The Jordan River is located approximately 1,600 feet west. Union Pacific property is located less
than ten feet east of the former tank basin.
Utilities
A buried, electric line runs north south across the property west of the UST basin. It is believed that the
electric line is inactive and will be removed during the future construction project.

CONCLUSIONS AND RECOMMENDATIONS
Soil and groundwater contamination appears to be limited to the area immediately in and around the
former tank basin. The extent of contamination has been defined. Spackman Enterprises recommends
corrective action by removing the impacted soil and groundwater.
