Subject:Temporary Operating Permit, Zone 3 and 4 Water Transmission Lines at Kent Booster Pump Station (PF005), Granger-Hunter Improvement District (GHID) Water System, System #18007,

Dear Jason Helm:
The Division of Drinking Water (the Division) received a temporary Operating Permit request for the Zone 3 and 4 Water Transmission Lines at the Kent Booster pump station (PF005) from
Michael Chambers on August 12, 2024. The Division issued Plan Approval for the transmission lines, replacement of existing Kent Pump Station (PF005) and Kent Chlorinator (TP029), a new
on-site chlorine generation system, on January 25, 2022. Updates on the project were received from the Division staff on August 21, 2024. The water line portion of the project has met
all the conditions for receiving temporary operating permits.Our understanding of the project is that Granger Hunter Improvement District (GHID) is still under the construction phase
to finish up the booster station and on-site chlorine generation but due to abrupt demand of water in Zone 3 and Zone 4, GHID needs to convey water to these zones by directly connecting
a transmission line from the JVWCD connection (WS006- Utah1807 Jordan Valley WCD) through the site piping and to the new connection in 4800 West.This includes the 36-inch diameter JVWCD
inlet pipe, piping through the pressure sustaining/meter vault, 5MG tank inlet and outlet pipes (to and through the tank inlet/outlet vault), the 16-inch diameter Zone 3 pipe from the
pressure sustaining/meter vault (along the south side of the facility) to the connection with the existing 16-inch diameter Zone 3 pipe in 4800 West, and the 30 and 36-inch Zone 4 pipe
from the 5MG tank vault (through the chlorination vault and 36-inch valve vaults) and to the connections with the existing 14 and 16-inch diameter Zone 4 pipes in 4800 West. All piping
(except the fill pipe to the 1MG and 2MG tanks) has been pressure tested, chlorinated, and pressure tested. The PVC pipe consists of both schedule 40 and schedule 80 pressure water pipe
compliant with NSF 61 standards. Welded steel pipe was used with all pipes meeting specified pressure ratings and receiving NSF 61 compliant coatings. All pipe was pressure tested and
all leaks were located and fixed prior to chlorinating, flushing, and Bac-T testing the pipe. All fittings and gaskets are NSF 61 compliant. Fittings were coated and wrapped per specifications
and metallic fittings received required protections for electrolysis.As designed in the plans and specification, following are the class and length of the pipe used for this temporary
operating permit.18-inch diameter WSP C200 – 30 ft30-inch diameter WSP C200 – 280 ft36-inch diameter WSP C200 – 1,210 ft16-inch diameter PVC DR18 – 675 ft24-inch diameter PVC DR18 –
235 ft
We have received the following information for, Zone 3 and 4 Water Transmission Lines at Kent Booster pump station (PF005):
Design engineer’s statement of conformance.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
We have determined that the conditions for issuing a Temporary Operating Permit have been sufficiently met. On this basis, a Temporary Operating Permit forZone 3 and 4 Water Transmission
Lines at the Kent Booster pump station (PF005) are hereby issued subject to the following conditions to be completed by GHID by the end of November 2024.
Replacement of existing Kent Pump Station (PF005)
Full construction of on-site chlorine generation- Kent Chlorinator (TP029)
