Wildlife Refuge Road Randlett, UT 84063 RE:Final Closure Approval for the Ouray Wildlife Refuge LandfillSW256 Dear Ms. John: On August 15, 2024, the Division of Waste Management and Radiation Control (Division) received aLandfill Post-Closure Certification(report) (DSHW-2024-007809) for the Ouray Wildlife Refuge (Refuge) Landfill (landfill). The report addressed the location and extent of the landfill site, future use of the property, post-closure final cleanup activities, site performance standards, surface stability, and vegetative regrowth. Per the request of the Division the report also includes photos of cleanup activities for remaining surface debris comprised primarily of construction and demolition material. The final site visit conducted by the engineer on March 13, 2024 summarized the following onsite conditions: Absence of items placing ground and surface waters at risk. Absence of any leachate. Absence of gas producing items. Absence of items requiring future maintenance. Absence of threat to human health and environment. The report satisfies the requirements of Utah Administrative Code R315-302-3(7) by providing signatures from both the Refuge manager and professional engineer certifying the landfill is stable, does not pose a risk to human health or environment, and requires no further maintenance or monitoring. Accordingly, the landfill is now considered closed by the Division and no longer subject to the solid waste rules found in Utah Administrative Code R315-301 through R315-320.
