REPORT NARRATIVE:
On August 22, 2024, representatives of the Division of Waste Management and Radiation Control (Division) met with Henry Barlow, Owner, and Matthew Staheli, Operations Manager, of Utah
Beef Producers, LLC (Facility), to obtain information regarding the types of waste being generated from the Facility.
Wastes generated include solids (e.g., hides, bones, carcasses), semi-solids (e.g, mixture of carcasses, blood, bile, digestive fluids, undigested stomach contents, feces, urine), and
liquids (e.g., blood, process wastewater). Representatives were informed that blood is captured in a basin. When representatives asked Mr. Barlow and Mr. Staheli where waste is currently
being disposed of, Mr. Barlow stated that the Facility utilizes their on-site wastewater treatment plant and a compost facility. When asked the name and location of the compost facility,
details were not disclosed. Representatives were informed that waste is transported utilizing a roll-off and dump truck, and that all waste transport is completed in-house.
Mr. Barlow owns an 80-acre property west of Monroe, Utah and he stated that he is interested in submitting an application to operate a dead animal landfill in order to dispose of the
Facility's waste. Records show that two employees of Utah Beef Producers, LLC, Kailey Middleton, Executive Assistant, and Kenzey Erickson, Marketing/E-commerce, were provided with information
about solid waste permitting by phone and emails from Brian Speer, Solid Waste Section Manager of the Division, on April 25, 2024 and April 30, 2024, respectively.
