Hello, I have heard that t here have been s ome rec ent is s ues wit h t res pas s ing
at t he propert y. I am float ing t he pos s ibilit y of doing s ome demolition work ,
prior t o t he RA P, t o t ak e down s ome of t he building s t ruc t ure t o remove any
int eres t t hat t here might be in furt her dumping or t res pas s ing at t he propert y.
This propos ed c ours e of ac t ion is not y et final. I have briefed Bill Rees , and he
want ed me t o c hec k wit h tank s t hat t he c ours e won't pot entially mes s up
any t hing on t heir end wit h t he already removed t ank . I s t ill have to hear from
t hem and get bac k wit h B ill on t his .
However, doing s ome demolition work will lik ely res olve s ome of t he
problems y ou are enc ount ering, s o I am int eres t ed in try ing t o fac ilitat e t his for
y ou. Bill ment ioned t hat he t hought a fenc e might als o be helpful, t hough I
have heard t hat might be c omplic at ed bec aus e of t he roadwork on 900 E .
I att ac h one of our doc uments t hat is meant as guidanc e for various
c ons iderat ions when doing a demolition lik e t his . You will need t o work wit h
t he entit ies that deal wit h as bes t os , leadbas ed paint , t he permit t ing required,
and et c ., as my group does not s pec ific ally regulat e t hos e c onc erns .
This guidanc e ment ions a mat erials management plan. I have been informed
t here are s till s ome drums wit h inves t igat ion derived was te on t he propert y, and
I s eem t o remember on one of my early walk throughs t hat I als o s aw s ome
ot her drums along t he northern boundary, in t he general vic init y of what was
labeled t he drum s t orage area. W e will want an invent ory of any t hing t hat was
previous ly on s it e and c urrent ly on s it e, and t he final depos it ion of t hos e items .

If any t hing als o will be remaining on s it e during demolit ion or remedial ac t ion
t hey will need t o be managed.
Pleas e not e t hat any demolit ion prior t o t he RAP c ould only go down t o the
foundat ions , and t hat we c annot pull the foundat ions until t he RA P is in plac e.
The building demolit ion is not c ons idered a remedy for any s oil or groundwat er
is s ues t hat s t ill ex is t under t he building foundat ions , and a RAP will s t ill be
needed and t here will s t ill need t o be a 30-day public c omment period.
Before t he RA P we als o have t o finis h up our review of t he SCR and t he
c omment s we have would need t o be addres s ed. I have mine ready,
unfort unat ely I need t o run t hem by Bill and als o get c omment s from our
t ox ic ologis t Sc ot t and he is out for anot her week .
I hope t o hear bac k from t he t ank s projec t manager on Monday and get bac k
up with Bill t hen as well, and t hen we c an t alk about if we c an move forward
wit h t his demolit ion option.
