As a follow -up to our meeting yesterday, this email should ser ve as a summary and
quasi checklist for future activities. We discussed the DERR's June 5, 2024 letter and
the gener al direction set forth in the last par agraph.
1. Characterization - Based on the new data, it appears both on and off-site have been
w ell char acter ized relating to possible impacts from the GE site. I'm not sure I r ecall
the issue relating to off-site w ell (13) you noted below . Per haps, you or Brad can shed
some light on the matter. We did discuss S ensitivity issues relating to the 1,4 D MDLs.
S peaking w ith our chemist and r eflecting on our own exper iences with this compound,
it can be a huge challenge to hit the screening level w ith environmental samples. We
often use 8260 S IM and sometimes will go to 8270 S IM. S uccess varies and
sometimes depends on the day, matr ix and lab. A question of interest r elates to the
gain in trying 8270 versus the cur rent results. We talked about r isk and generally
agreed there is not much difference betw een the cur r ent MDL and the scr eening level,
especially since shallow gr oundw ater off-site is not being used for drinking water.
2. Risk - the off-site memorandum w ill be updated to reflect the new data. T his memo
should compliment the April off-site results and provide an overall view of site
characterization efforts. This memo will be review ed in concert w ith the Apr il data
included in the on and off-site repor ts (see list of futur e reports below) and w ill help us
make some final determinations regarding characterization efforts.
3. Remedy - Once char acterization has been completed, an amendment to the RAP w ill
be submitted to propose a remedy for the groundw ater impacts (both on and off-site
as appropriate). If justified, this r emedy could include MNA (w ith ongoing monitoring
pr ovided there is no immediate risk to the public), and cleanup levels and other
str ategies to demonstr ate the plume is stable and decr easing and goals have been
met. We can consider 10-4 onsite (with contr ols), but need to be 10-6 offsite. T he
remedy should consider all exposur e pathw ays. T he RAP has already been to public
comment and this is an amendment, but the adjacent land ow ner should be kept
informed.
4. Institutional contr ols - T he S MP and EC will need to be reviewed. T he RAP
amendment should make note of these tools, but ultimately they are
separ ate documents. Monitor ing frequencies, par ameters, etc.. should be defined in
these documents. Contingencies and procedur es to manage unknowns (if encountered
under the building or other portions of the site) should also be discussed as examples.
Typically an S MP includes pr ocedures to address r ebound if it occur s.

Hey Bill, well 13 from what I rec all was a s out hern well loc at ion off-s ite along t he

c onc ern for us , MW -17 and MW -3, and it was hones tly a ques tion at the time they
propos ed it whet her t o inc lude well 13. I t hink y ou did want it but given the us ual
groundwat er flow direc t ion (generally wes t t o northwes t) I was n't s ure if t hey would
really get any thing from it bec aus e it s eemed lik e it might be c ros s gradient.
The s out hernmos t well in t he figure att ac hed t o the let t er work plan is I believe what is
s uppos ed t o be t he off-s it e well 13, t hough it is not labeled.
W hen I was t here t hey finis hed out what t hey were c alling A 11 and A12, whic h were
on t he propert y nort h of this (s ec ond att ac hed figure). t hey were moved s light ly from
where t hey appeared in the delineat ion let ter work plan at t he reques t of t he property

As discussed, Leigh will be sending a letter acknowledging completion of the above
documents. W e ar e curr ently reviewing the RAP Addendum letter and the reduced
gr oundw ater monitoring pr oposal. A meeting will be arraigned later in August to
discuss.
No final comments w er e provided during the meeting other than w e ar e ready to
review a proposed gw remedy. We discussed arsenic, the natur e of the proposed
monitor ing network and potential milestones to discontinue monitoring. T hese w ill all
be discussed in the futur e.
