Dear Hal Feinberg:The Division of Drinking Water (the Division) received a request for an Operating Permit for the Clear Sky Bryce Canyon water system (Phase 1) from William H. Anderson,
P.E., Anderson Engineering, Inc., on August 1, 2024. The Division issued Plan Approval for this project on October 10, 2023.Our understanding of the project is a new Public Water System
that will serve the Clear Sky Bryce Canyon Resort. This water system will eventually serve 90 dome guest tents in total, employee housing, and a 75-seat restaurant. However, this operating
permit only includes Phase 1 of the project, which will serve 25 of the dome tents and the 75-seat restaurant.These are located in Zone 1 (described below) that currently can receive
adequate pressure from the Cannonville consecutive connection. Below is a description of the facilities included in Phase 1 of this project and in this water system as was originally
included in the plan approval letter dated October 10, 2023.The water source for the water system is provided through a consecutive connection from the Cannonville Town Water System
(09003). The consecutive connection is identified in the Division’s database as WS001. A distribution system conveys water to the dome tents and other connections described above. The
distribution system that has been installed consists of approximately 9,500 linear feet of 4-inch PVC C-900 pipe and ¾ service lines to each tent and connection. Hydraulic modeling has
been done and shows that pressure can be provided by the Cannonville Town water system in the lower pressure zone (Zone 1) as the static pressure is 69 psi at the delivery point. This
operating permit for Phase 1 includes this part of the distribution system that serves water throughout Zone 1. Phase 2 of the project (future operating permit), will serve more dome
tents in Zone 2, which will require two pump stations to maintain adequate pressure. The two pump stations, known as Booster Station 1 (PF001) and Booster Station 2 (PF002) will each
be equipped with a 2 horsepowercentrifugal pump at 35 gallons per minute (gpm) of pumping capacity that will be run with a variable frequency drive and will each have a Goulds 119 gallon
hydropneumatic tank (HD001 and HD002 respectively) to provide for reduced pump cycling. The booster pump stations are each able to provide the required flow and pressure in the upper
pressure zone when the other is not in service, thus providing redundancy in the system.
We have received the following information for Clear Sky Bryce Canyon Public Water System (Phase 1):
Certification of Rule Conformance with plan approval conditions by a professional engineer.
As-built or record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
Evidence of O&M manual delivery.
We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for Clear Sky Bryce Canyon Public Water System (Phase 1)is hereby
issued as constituted by this letter. You may now place Clear Sky Bryce Canyon Phase 1 water system in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
