Dear Chance Baxter:The Division of Drinking Water (the Division) received the plans and specifications for Harper Ward Tank from your consultant, Ridley Griggs, P.E. on May 22, 2024.
Written review comments were provided to your consultant on June 18, 2024. The Division received the revised plans and specifications on July 1, 2024, and provided further comments on
July 8, 2024. This project has met the conditions for receiving a plan approval.
Project Summary
Our understanding of the project is the construction of a new, 500,000-gallon drinking water storage tank connected to the Bear River Water Conservancy District - Harper Ward water system.
The proposed tank will be a buried, concrete tank. The project will also include a new valve vault containing valves and appurtenances for the tank inlet, outlet, and drain lines. The
tank drain line and overflow line will both discharge with acceptable air gaps over concrete collection boxes. Water from these collection boxes will discharge to a new collection pond
nearby. This facility is identified as ST001 in the Division’s database.
Plan Approval
We have completed our review of the plans and specifications, stamped and signed byJeffrey R. Beverly, P.E., dated May 20, 2024, and find they basically comply with the applicable portions
of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for Harper Ward Tank are hereby approved.
This approval pertains to construction only. An Operating Permit must be obtained from the Director before Harper Ward Tank may be put in service. A checklist outlining the items required
for operating permit issuance is enclosed for your information.
Approvals or permits from the local authority or the county may be necessary before beginning construction of this project. As the project proceeds, notice of any changes in the approved
design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project.
Please notify us when actual construction begins so that these inspections can be scheduled.
This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.
You propose the following measures to protect public health and meet the intent of rule R309-545-14(1):
The tank roof will slope from the middle to all sides and be installed with a drainage composite to facilitate drainage.
A hydrophilic waterstop will be installed between the roof of the tank and the raised curb of the access opening.
The project, as described herein, is generally eligible for assistance under the state Drinking Water State Revolving Fund Financial Assistance Program. All change orders must be reviewed
and approved for compliance with the Drinking Water Rules, the conditions of this construction approval, and the DWSRF Program’s financial assistance requirements.
The project may now be advertised for bids. But, as a condition of the project funding, you must not award the contract or proceed with construction until the Division of Drinking Water
has authorized you to do so. This is necessary to comply with applicable requirements and to protect you, as the funding recipient, by ensuring that the contract meets requirements for
funded projects.
