Dear Messrs. Wells, Simpson, Chasel, Wells, and Wells:
The Utah Division of Waste Management and Radiation Control (Division) is sending you this letter because you are members of Roosevelt Land Investments, LLC (RLI), the landowner of the
Former Pennzoil Roosevelt Refinery located in Duchesne County, Utah. As the landowner, RLI is a co-permittee of a Post-Closure Permit (Permit) undergoing renewal. The Permit was originally
issued to Pennzoil – Quaker State Company DBA SOPUS Products (SOPUS) and RLI as co-permittees with an effective date of September 30, 2014,and a renewal date of September 30, 2024.
The Division has received a renewal application for the Permit. The renewal application, including a proposed draft Permit,was prepared by AECOM, consultant to SOPUS, and was submitted
tothe Division and John Wells of RLI via email on March 29, 2024. The Division is currently reviewing the renewal application and proposed Permit. Prior to the Division conductingthe
45-day public comment period and a public hearing on the proposed Permit, in accordance with Utah Administrative Code R315-124-10 and -11, SOPUS and RLI will receive a copy of the proposed
draft Permit for review and comment.
Because RLI is a co-permittee, the Division is committed to ensuringRLI understandsitsobligations and regulatory requirements that accompany the renewed Permit and has the opportunity
to provide input prior to the public notice. To date, John Wells of RLI has served as the contact person for all issues related to the Permit as well as for all Division correspondence
regarding the site and environmental reports. If RLI wishes to appoint an alternative contact person, the Division requests RLI submit information of such contact at its earliest convenience.
In the absence of an alternative contact, the Division will continue to make reasonable efforts to keep RLI informed by providing notice to the members of RLI.
