Fact Sheet: R307-209: Portable Aggregate Processing Plants

Overview:
The Utah Division of Air Quality (DAQ) is considering a new administrative rule R307-209:
Portable Aggregate Processing Plant and amendments to existing administrative rule R307-401:
Permit: New and Modified Source. These new rules are intended to permit by rule portable
aggregate processing plants. These rules would apply to each portable aggregate processing plant
throughout the State of Utah.

Equipment:
Portable Aggregate Processing Plants consist of Nonmetallic Processing Plants (including
crushers, screens, and conveyors), Concrete Batch Plants, Asphalt Plants and Engines and
storage tanks used to support Portable Aggregate Processing Plants. Portable Aggregate
Processing Plants shall not operate more than 180 working days at any location within 365
consecutive days.

Exemptions:
The proposed rules do not apply to sources subject to an Approval Order issued under R307-401
or sources that plan to or will operate at a single location longer than 180 operating days or
remain at a location longer than 365 calendar days.

Requirements:
Rule requirements are the same as recently issued approval orders to portable aggregate sources.
For each temporary location, sources shall:
• Submit a notice of temporary relocation to the Director before operating
• Comply with a Temporary Relocation Approval Letter
• Only operate between 6:00 am and 10:00 pm
• Keep records and submit reports for each temporary location
• Submit a fugitive dust control plan
• Use water application and other control measures to maintain the following opacity limits
for the indicated emission points:
o Fugitive Dust: 20% on site and 10% at the property boundary
o Concrete Batch Plants: 7%
o Crushers: 12%
o Screens: 7%
o Conveyors: 7%
o Asphalt Plants: 10%
o Diesel Engines: 20%
• Use a baghouse to control emissions from concrete batch plants
• Use a baghouse to control emissions from asphalt plants
o Maintain the pressure drop between 3 and 7 inches of water column
o Record pressure drop readings
• Limit emissions from the asphalt plant baghouse to 0.024 grains per dscf.
o Conduct stack testing on the asphalt plant baghouse every 3 years.

Costs:
The DAQ does not anticipate any additional costs to sources or the DAQ as a result of these
rules. Sources would not need to submit a permit application and receive an approval order. Base
costs for each approval order includes a $575 filing fee and a $2,500 application review fee for a
total of $3,075. Sources will save this amount from not needing to have an approval order for
portable sources.

Secondary Benefits:
Permits can take several months to issue. Portable aggregate processing plants will not need to
wait for a permit to be issued. In addition, DAQ staff will be able to focus on other permitting
projects instead of permits for portable aggregate processing plants.
