The legal description is as follows: Beginning 130 feet west of northeast corner of Lot 4, Block L, Monticello Townsite Survey, thence west 84.5 feet, thence south 150 feet, thence east 84.5 feet, thence north 150 feet to point of beginning. The purpose of this assessment is to evaluate the extent of uranium millsite contamination at the property. This assessment includes recommended remedial action, estimated volume of material to be removed, and estimated cost of the proposed action. 2.0 EVALUATION There is no owner preference with respect to remedial action and no legal or other complications are foreseen at this time. The design drawing(s) give a general description of the property and work required to remove contaminated material. The design is based upon the Remedial Action Recommendations discussed in Appendix A, Radiological Assessment. The estimated volume of material to be removed as a result of remedial action is presented in Tables 1.1 and 1.2. The estimated volume is: interior, 0 cubic yards; exterior, 53 cubic yards. The cost estimate to perform remedial action on this property is presented in Table 1.1. The estimated cost is $9,500. MS-00284-MR Executive Summary 1.0 Introduction This property is a residence located at 249 West First North Street, Monticello, Utah. Following procedures described in the Field Assessments Procedures Manual, data were collected on this property and assessed to estimate the location of residual radioactive material in excess of the U.S. Environmental Protection Agency (EPA) 'Standards for Remedial Action at Inactive Uranium Processing Sites' (40 CFR 192). This property has been included for remedial action by the U.S. Department of Energy on the basis of Oak Ridge National Laboratory's identification of excess radium-226 concentration in the land area. 2.0 Gamma Exposure-Rate Surveys 2.1 Exterior The area backgrounds are 12 uR/h and 1.5 pCi/g. The high exterior gamma exposure rate is 54 uR/h. Areas of elevated exterior gamma exposure rates are shown in Figure la. 2.2 Interior The interior background, as determined by RUST Geotech Inc. (Geotech),.is 13 LiR/h. The high interior gamma exposure rate is 28 LiR/h. The net area-weighted average gamma exposure rate is 2 (.iR/h. This value is less than the EPA guideline of 20 uR/h above background averaged over 9.3 m2. The area of elevated interior gamma exposure rates is shown in Figure lb. 3.0 Radon/Radon Decay-Product Concentration (RDC) A continuous working-level measurement was taken by Geotech. This measurement indicates that this property will probably not exceed the EPA guideline of 0.02 WL. 4.0 Extent of Contamination 4.1 Exterior Figure la shows the locations of radium measurements made; the related radium data are listed in Table 1. The maximum radium concentration in the contaminated areas is 46.5 pCi/g, Figure 2a shows the estimated boundaries and depths of exterior contamination. The deposits containing identified residual radioactive materials are characterized as follows: Beneath the property sidewalk and patio slab, and in the bare soil and grass areas. 4.2 Interior Figure lb shows the location of radium measurements made; the related radium data are listed in Table 2. The maximum radium concentration in the contaminated area is 11.9 pCi/g. Figure 2b shows the estimated boundary of interior contamination. The deposit containing identified residual radioactive materials is characterized as follows: In the mortar of the exterior brick wall. 5.0 Remedial Action Recommendations 5.1 Exterior Exterior Deposits A through C (Figure 2a) should be removed and the appropriate cover material replaced. This property contains deposits of uranium ore that are less than 137.0 pCi/g radium-226. The U.S. Department of Transportation requirements for Part 'A' properties must be followed during remedial action. DOE ID NO. MS-00284-MR 5.2 Interior None required for Deposit D (Figure 2b). The net area-weighted average gamma exposure rate and the RDC are below the EPA guidelines. 6.0 Commingled Waste Investigation A commingled waste investigation was not performed on this property. The concrete thickness of the sidewalk and patio is 4 inches. Deposit A (Figure 2a) does not appear to extend beneath the front patio. The shed near the west side of the house has a soil floor. The depth of contamination near the southeast corner of the rear patio is estimated to a depth of 12 inches, based on the depths of nearby sample locations.
