RE: Written Follow-up Emergency Notification -SO2 Release on May 13, 2024
To Whom It May Concern:
In accordance with 40 CFR 355.40(b)(l-3), HF Sinclair Woods Cross Refining LLC (HFSWCR) is providing
a written follow-up to the emergency notification of the release that occurred on May 13 , 2024 . Your office
was notified on May 13 , 2024 of an event that resulted in a release in excess of 500 lbs of SO 2 within a 24-
hour period. The release was a result of an internal power outage that shutdown multiple process units. An
internal investigation determined a 5,000 volt feeder to HFSWCR's Substation 3 faulted. The feeder 's
breaker relay tripped, but ground fault pressure caused other breakers in the substation to trip , as well. Partial
power was restored using tie breakers and alternate feeds, allowing units to come back online at reduced rates
until full repairs of the substation could be completed .
The estimated quantity of sulfur dioxide in excess of HF Sinclair Woods Cross Refining LLC's federally
permitted release limit (DAQE-AN101230057-23 , Condition II.B.5.a) was 2,238 lbs.
