Subject:Operating Permit, (2) 25,000-gallon storage tanks (ST005) with connectingwater line (DS001) and Pump Station Improvements (PF001)Water System #07032, File #12230Dear Andrew Beecher:The
Division of Drinking Water (the Division) received a request for an Operating Permit for the subject project from you on July 3, 2023, and conducted an onsite inspection on July 18,
2023. Based on the inspection, additional items needed to be completed before the Operating Permit could be issued. The Division received an updated Operating Permit request addressing
the needed items on July 29, 2024. The Division issued Plan Approval for this project on September 16, 2020.
The Division understands the project consisted of the following:
Construct two interconnected fiberglass reinforced plastic storage tanks, each holding 25,000 gallons, to replace the three existing tanks (ST001, ST002 and ST003), which have a combined
capacity of 49,000 gallons. The existing tanks were demolished and removed. The two new interconnected tanks, with a total volume of 50,000 gallons are identified as ST005 in the Division’s
database. The new tanks were constructed at the highest feasible location – about 500 feet south of and about 45 feet higher than the existing tanks - to increase the pressure to the
water spigots at higher elevation campgrounds. While the increased pressure will not meet the 40-psi minimum established in 2007 by the Division, it does meet the 20 psi minimum pressure
required at the time the original water lines that serve the campgrounds were constructed.
Install approximately 1,400 feet of 2-inch diameter HDPE water line to connect the new tanks to the existing distribution system, including both a fill line and distribution line. The
water lines are part of the distribution system, which is identified as DS001 in the Division’s database.
Install new SCADA and controls at the existing Spring Pump Station (PF001), which pumps from the Timberlane Spring (WS001) to the new storage tanks and install a backup propane generator
to power the pump station in the event of a power outage
The Division has received the following information for the project:
Certification of Rule Conformance with plan approval conditions and changes made during construction were in conformance with rules R309-500 through 550 by a professional engineer.
Record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
Evidence of O&M manual delivery.
The Division has determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for the subject projectis hereby issued as constituted
by this letter. You may now place the facilities in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
If you have any questions regarding this Operating Permit, please contact Nathan Hall, P.E., TriCounty DEQ District Engineer at (435) 630-3852, or Michael Newberry, P.E., Permitting
and Engineering Manager, at (385) 515-1464.
Sincerely,
Nathan Lunstad, P.E.
