Dear Brandon Mason:The Division of Drinking Water (the Division) received your request for the Operating Permit for the Blue Sky Ranch Well REPL-1 (WS004) from your consultant, Randall
Vickers, P.E., of Meridian Engineering on July 11, 2024. The Division issued Plan Approval for drilling this well on August 31, 2023, and Plan Approval for equipping this well on April
8, 2024. Division staff, Julie Cobleigh surveyed the well as part of the Blue Sky Ranch and Resort’s 2024 Sanitary Survey on July 11, 2024.
Our understanding of the project is that the Blue Sky Ranch Well REPL-1 (WS004) replaced the Blue Sky Ranch Well (WS001). The yield of the existing Blue Sky Ranch Well (WS001) significantly
decreased compared to when it was first drilled. The replacement well was drilled to a depth of 1,330 feet below ground surface (bgs). The Blue Sky Ranch Well REPL-1 (WS004) was step-tested
at 45 gallons per minute (gpm), 55 gpm, and 65 gpm. A constant-rate test was conducted at 44 gpm and reached a stabilized drawdown. The Blue Sky Ranch Well REPL-1 (WS004) is equipped
with a pitless adapter and a Grundfos submersible pump capable of 44 gpm. The replacement well is connected to the existing well building and the existing discharge piping of the Blue
Sky Ranch Well (WS001). The water from the Blue Sky Ranch Well REPL-1 (WS004) will also be treated by the existing Iron Removal Filters (TP001).The Blue Sky Ranch Well REPL-1 is identified
as WS004 in the Division’s database.
We have received the following information for the Blue Sky Ranch Well REPL-1 (WS004):
Design engineer’s statement of conformance with approval conditions
Documentation of valid water right
Evidence of O&M manual delivery.
As-built or record drawings.
Documentation that the requirements for coverage under the Summit County source protection ordinance have been met.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
We have determined that all conditions of operating permit issuance have been met. On this basis, an Operating Permit for the Blue Sky Ranch Well REPL-1 (WS004)is hereby issued as constituted
by this letter. You may now place the Blue Sky Ranch Well REPL-1 (WS004)in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
The equipped well pump capacity of the Blue Sky Ranch Well REPL-1 (WS004) is 44gallons per minute (gpm). The safe yield of the Blue Sky Ranch Well REPL-1 (WS004) is rated at 29gpm, which
is calculated based on two-thirds of the constant-rate aquifer drawdown test results at 44gpm. The safe yield of 29gpm is the basis for determining the maximum number of connections
that the Blue Sky Ranch Well REPL-1 (WS004) can serve.
Drinking Water Source Protection Requirement
The Division received the final Drinking Water Source Protection (DWSP) plan for the Blue Sky Ranch Well REPL-1 from your consultant William D. Loughlin, P.G., with Loughlin Water Associates,
LLC via email on May 9, 2024. The Division concurred with the Delineation Report and received proof that a map of the final source protection zones had been provided to Summit County
to be covered under the Summit County Source Protection Ordinance via email on July 18, 2024. The remaining sections of the final DWSP plan are still pending review by Division staff.

Source Monitoring Requirements
Issuance of this Operating Permit changes your water system’s monitoring and reporting
requirements. Given that each well in the system is treated through the Iron Removal Filters (TP001), please collect the samples listed below immediately downstream of the Iron Removal
Filters (TP001) at times during which each source is active.
The source monitoring requirements for this system are given below. An updated monitoring schedule can be viewed any time at waterlink.utah.gov under the Water Monitoring section. Please
