Subject:Operating Permit, Purgatory Booster Pump Station (PF003) and Consecutive Connection from WCWCD – Quail Lake (WS025); Washington County WCD – Sand Hollow, System #27073, File
#13508
Dear Zachary Renstrom:The Division of Drinking Water (the Division) received a request for an Operating Permit for the Purgatory Booster Pump Station project from Todd Gardner, Alpha
Engineering, on July 18, 2024. Previously, The Division received the plans and specifications on August 31, 2023. Written review comments were provided to you and your consultant on
September 27, 2023. The Division received the revised plans and specifications on October 3, 2023. The Division issued Plan Approval for this project on October 10, 2023.
Our understanding of the project was a new pump station referred to as the Purgatory Booster Pump Station (PF003) was constructed. This pump station conveys water from the Washington
County WCD – Quail Lake (27094) water system and is a new consecutive connection with that system, known as WS025 in the Division’s inventory. The water will be conveyed through an existing
transmission line to the 2 Million Gallon Reservoir (ST004).
The Purgatory Booster Station has three (3) 250 hp vertical turbine pumps, with each having the ability to pump 2,000 gallons per minute of water. Two of the pumps will be operational
with the third as a standby pump. The pumps are housed in a new pump station building and are installed in pump cans with water coming from the main transmission lines that are fed from
the Quail Lake Treatment Plant.
We have received the following information for the Purgatory Booster Pump Station (PF003) and Consecutive Connection from WCWCD – Quail Lake (WS025):
Certification of Rule Conformance with plan approval conditions by a professional engineer.
As-built or record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
Evidence of O&M manual delivery.
We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for the Purgatory Booster Pump Station (PF003) and Consecutive
Connection from WCWCD – Quail Lake (WS025)is hereby issued as constituted by this letter. You may now place the Purgatory Booster Pump Station (PF003) in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
If you have any questions regarding this Operating Permit, please contact J. Paul Wright, P.E., DEQ Southwest District office, at (435) 986-2590, or Michael Newberry, P.E., Engineering
Manager, at (385) 515‑1464.
