Subject:Disapproval, Updated Drinking Water Source Protection Plan for the East Well; Sunset View Estates Water Company; Water System #14064, Source No. WS002
Dear Joyce Barney:
The Division of Drinking Water (the Division) received the updated Drinking Water Source Protection (DWSP) plan for the East Well from you on October 14, 2022. The Division requested
additional information via email on March 21, 2024. No response was received from the water system.
We have completed our review of the updated DWSP plan; however, before we can concur with the updated plan, the requirements listed below must be addressed.
Requirements
Your updated DWSP could not be concurred with due to the following issues:
The system did not address the conditions outlined in the attached 2015 concurrence letter. To satisfy the conditions, the system needs to update the Management Program for Future Potential
Contamination Sources (PCSs) section by describing the system’s plan to contact PCSs individually as they move into protection zones, include them on the inventory of PCSs, identify
and assess current controls, and plan land management strategies if they are not adequately controlled.
Implement land management strategies as described in the DWSP plan. The airport and the highway were inventoried as uncontrolled PCSs in the original DWSP plan. The system agreed to
use public education to manage these PCSs. No implementation documentation was provided showing that the system has contacted these PCSs since 2015. Water systems must implement land
management strategies at least once every update cycle (six years).
It appears that a golf course lies within zone 4 of your source. Golf courses should be considered a PCS since fertilizers are commonly used. Please include the golf course on your PCS
inventory list and assess it.
(Optional) Your source was granted reduced monitoring waivers in 2015. Water systems must renew their waivers every update cycle for them to remain active. If you would like your waivers
to remain active, please submit a signed susceptibility waiver.
According to R309-600-7(2), each public water system shall correct any deficiencies in a disapproved DWSP plan and resubmit it to the Division within 90 days of the disapproval date.
A dormant deficiency (SP04 ACTIVE SOURCE LACKS APPROVED UPDATES TO DWSP PLAN) has been added to the Division’s database to serve as a tracking tool and reminder.If you have any questions
