Push Drilling, LLC has completed a limited Subsurface Investigation (SI) at the above-referenced
facility.

SUMMARY OF LIMITED SUBSURFACE INVESTIGATION

On April 22, 2024, an unknown amount (approximately 25 to 75 gallons) of diesel fuel was spilled onto
the ground while a local school bus driver was fueling a school bus at the Fast Gas #10 facility. The
Salina Fire Department was immediately called to the site to assist in the containment of the diesel fuel
spill. Kitty litter absorbent material and soil from a nearby soil stockpile (clean soil remaining from the
new UST installation excavation from June 2023) was spread over the spilled fuel to absorb the diesel
fuel and stop it from migrating laterally and potentially into the subsurface soil. The release was
reported to the DERR on April 22, 2024 and release code OKK was issued.

Push Drilling, LLC was contacted on April 23, 2024 to assist in the cleanup of the diesel contaminated
absorbent material and begin to assess the impacts, if any, to the subsurface soil in the area of the
release. Push Drilling and a local excavation contractor (Carlisle Excavating, LLC) mobilized to the
site on April 24, 2024 to sweep up the contaminated absorbent material and load it into four, 55-gallon
drums. A sample of the contaminated absorbent material/soil was collected and analyzed for waste
profiling purposes. The lab results were submitted to ET Technologies, along with a waste profile
application. The waste profile was approved and a waste code was generated.

Push Drilling, LLC scheduled Biorge Contractors to load and haul the four drums of waste to Salt Lake
City following the conclusion of the UST removal project at the site that was conducted between May
22 - 24, 2024. On May 24,2024, Biorge Contractors used the point of their mini-excavator mounted
concrete breaker to punch through the asphalt pavement in three locations within the diesel spill area.
Push Drilling personnel was then able to use a hand auger to collect shallow soil samples below the
asphalt surface to evaluate the subsurface soils in the diesel spill area. A total of four soil samples, from

three borings, were collected and submitted to Chemtech-Ford Laboratories for analysis of benzene,
toluene, ethylbenzene, xylene, naphthalene (BTEXN), and total petroleum hydrocarbon-diesel range
organics (TPH-DRO), using EPA Methods 8260D and 8015C, respectively. During field screening of
the soil samples, no diesel odor, PID reading, or any other evidence of subsurface impacts were
detected. A site map with sample locations is attached.

Biorge Contractors hauled the four soil drums to ET Technologies for disposal on June 5, 2024. A copy
of the ET waste manifest is attached as Appendix A.

RESULTS AND RECOMMENDATIONS

Laboratory results indicate that all samples, CS-1 @ 1’, CS-2 @ 1’, CS-3 @ 1’, and CS-3 @ 1.5’, were
below laboratory detection limits for BTEXN and TPH-DRO. The laboratory report and chain of
custody documentation are attached as Appendix B.

It appears that the area where the diesel fuel spill collected was on a double layer of asphalt. Even
though the top layer of asphalt had evidence of surface cracks and small potholes, the layer beneath kept
the diesel fuel from migrating downward into the subsurface soils. Additionally, the rapid response
from the Fast Gas employees and the Salina Fire Department to contain and place absorbent materials
on the pooled fuel didn’t allow enough time for the diesel fuel to penetrate the asphalt surface pavement.
Push Drilling feels that additional subsurface investigation in not necessary. Push Drilling recommends
that a “no further action” letter be issued for Release Code OKK.
