Box 144830 Salt Lake City, Utah 84114-4830 SUBJECT: Ibapah School Water System Well No. 1, Source WS001, Water System No. 23031, Exception-to-Rule R309-515-6(6)(i) Well Sealing Techniques and Requirements Dear Mr. Lunstad: Per Utah Administrative Code R309-515-6(6)(i), “For each public drinking water well, the annulus between the outermost well casing and the borehole wall shall be sealed with grout to a depth of at least 100 feet below the ground surface unless an exception is issued by the Director…”. A well log for Well No. 1 has not been found to date. This well has recently been videoed and there appears to be one or two older pumps at the bottom of the well. The driller also tagged the bottom of the well at approximately 70-feet below ground surface which is why this exception request is being made because it is anticipated a 100-foot surface seal does not exist. Tooele Board of Education is requesting the exception of rule R309-515-6(6)(i). Tooele Board of Education had been utilizing Well No. 1 for drinking water associated with the existing school. The location of Well No. 1 was in the existing school. Well No. 3, which was a replacement well for the school’s existing irrigation well, Well No. 2, was drilled and equipped as a drinking water well at the end of summer 2023 and obtained an operating permit. Well No. 3 is the main drinking water well source for the new school. The new school replaced the existing school for school calendar years 2023/2024. Tooele Board of Education via correspondence with the Division had inactivated Well No. 1 until they determined how they were going to proceed with the existing school building. Tooele Board of Education decided a few months ago to demolish the existing school which was their original construction intent, but would like to utilize Well No. 1 as a redundant/emergency source in the event Well No. 3 is down for repairs to supply the school. The Tooele Board of Education anticipates turning on the well as needed for water sampling and only utilizing it for an extended period of time when Well No. 3 is down for repairs. The improvements to Well No. 1 and rehabilitation would be the same as the improvements shown on the plans and specifications submitted with the Divisions plan approval from July 15, 2022, File #12344. The plan is for the 8-inch diameter well to be brushed and bailed to remove any buildup and items in the well. The well would be videoed after the brush and bail to access the condition of the casing which might require additional remediation to the well casing/screen. After well rehabilitation efforts are complete the well improvements would be completed as previously submitted under File #12344. Due to the presence of existing sewer and septic systems in Zone 1 it is understood that Well No. 1 will require additional monitoring for nitrates as required by the State. Our understanding is since this well is existing and the septic system is existing an exception request for this rule is not required. We request the Ibapah School Water System Well No. 1 (WS001), System No. 23031, be exempt from Rule R309-515-6(6)(i) Well Sealing Techniques and Requirements, to be able to approve the source for drinking water.
