Re: Senate Bill 184 Annual Report on Eligible Electronics Recycling Program
This letter is submitted to fulfill the Annual Report requirement stated in Utah Senate Bill 184, Section 19-
6-1203 (Reporting Requirements), which requires manufacturers of consumer electronic devices sold in
Utah to prepare and submit reports.
Introduction to Pitney Bowes
Pitney Bowes is a mailstream technology company that helps organizations manage the flow of
information, mail, documents and packages. Pitney Bowes offers for lease a line of mailing system
products that, due to removable monitors, printers and computers are regulated by Senate Bill 184. The
monitors, printers and computers associated with the mailing systems are not manufactured by Pitney
Bowes, but are purchased from 3rd party manufacturers. More information is available at www.pb.com.
The majority of the equipment placed on the market by Pitney Bowes is through a lease agreement that
requires the equipment to be returned to Pitney Bowes at the end of the lease. This requirement is
communicated to our customers in our contracts / lease agreement.
Pitney Bowes Take-Back Program
Recycling and remanufacturing practices are core principles for Pitney Bowes. The current product take-
back program was initiated over fifty years ago and Pitney Bowes is continuing to expand efforts in
recycling and remanufacturing.
In 2007, Pitney Bowes was inducted into the U.S. Environmental Protection Agency’s WasteWise Hall of
Fame for its efforts in waste reduction since 1997. Pitney Bowes regularly communicates environmental
activities and educational material related to environmental affairs, particularly recycling, through its ESG
report https://www.pitneybowes.com/us/our-company/esg.html and news releases, which fulfills
Section 19-6-1204 (Public Education Program) of the Utah regulation.
We continuously improve our processes and bring better, more sustainable solutions to our production
environment. For example, in 2022, we invested in new production equipment that allowed us to refresh
and reuse a plastic part around the screen, rather than discarding it and buying new ones. At our
remanufacturing site in Indiana, Pitney Bowes recovers meters at end of lease with our clients. Each one

of these machines are inspected to assess their potential for remanufacturing, based on strong criteria of
performance, compliance, current demand and clients’ expectations.
Machines selected for remanufacturing are dismantled; each part cleaned in our closed-loop, water-based
cleaning process; and inspected individually before being reassembled into a complete machine. At the
end of the process, clients are presented with Certified Pre-Owned machines meeting the highest quality
standards Pitney Bowes offers. Some parts are clearly affected by wear and tear; for example, rollers or
belts can’t be reused and need to be replaced. Pitney Bowes has perfected its remanufacturing process
to maximize the number of parts that can be reused and is confident in its “certified pre-owned” label.
On a machine such as our best-selling C-series, we typically reuse about 87% of parts by weight.
State-Specific Sales and Lease Data
Pitney Bowes customers that purchased or leased postal meters or mailing equipment can return these
products to established distribution centers throughout the United States. The nearest distribution center
is located in Indianapolis, Indiana at 5071 W 74th Street. The following table details the 2023 lease and
sales information for Utah (removable monitors, printers and computers regulated by Senate Bill 184).

Conclusion
Pitney Bowes strives to ensure the equipment is recycled and reused as part of our business model, as
well as ensure compliance with state requirements related to covered electronic devices.
