Rhett,
Thank you for sending this hydraulic model certification for these projects. I have one more comment after having looked
at the plans and specifications:
1) Since Brian Head is sewered, I assume there are areas where water and sewer lines either are installed in the same
street or cross, along with sewer laterals. There should be details in the water line plans and/or a written description in
the specifications that required water/sewer line separation for these newly installed water lines and for the new sewer
lines. The minimum horizontal separation should be 10 feet, edge to edge of pipe, and when the water and sewer lines
cross, there should be a minimum of 18 inches of vertical separation, with the water line above the sewer line. Please
provide revised and finalized plans and/or the specification package that includes this construction requirement.
I also wanted to remind you that while you submitted the well drilling plans/specifications for the Salt Pile Well on May 8,
2024, a PER is also required to be submitted to the DDW and it has to be concurred with before well drilling can be
approved. You should submit that PER to Deidre Beck, Melissa Noble, or Noah Zorsky at the DDW.
Let me know if you have any questions.

Rhett,
On March 25, I sent a reminder email about the hydraulic modeling needed for one portion of this project. I have not
received the hydraulic model certification (attached) on this project yet, so therefore I have not completed a review yet.
In talking to Kjori, she mentioned that she has not been kept in the loop regarding the funding portion also. You need to
be working with her to make sure the funding language is in the bid package so that bidding can be done correctly.
Anyway, once I receive everything I need for the engineering side of things. I can begin my review. This needs to
happen prior to bidding out the project because we need to ensure that your water line installation details and specs are
in compliance with the DDW rules.
Let me know if you have any questions.

Rhett,
I don't need the model or any results. I just need to know that as their engineers you have done that. You should
complete the certification form that I sent to you verifying that it has been done and it meets the pressure
requirements. Let me know if you need that form again, but I had attached it to the previous email

Paul,
I apologize for not getting that addressed earlier. I will have that model over for you by tomorrow.

Rhett,
Back on February 21, I had sent an email asking about a portion of the project"
"Looking at the PNF, it appears that one phase of this project includes adding 69 service connections. Have
you done hydraulic modeling for these connections? You should have at least done that. While I don't
necessarily need to review or see that, at a minimum, you need to provide a hydraulic modeling certification.
For the looped lines, normally that would not be the case, because you aren't adding additional service
connections, but for the one set, that should happen. I have attached a copy of the form."
It looks like you have addressed Kjori's comments about adding SRF language. But I need the above question
addressed.

Rhett,
Before the project goes out to bid, the attached boilerplate language needs to be included in the bid package.
They also need to comply with the Build America, Buy America Act (BABAA) so I've attached the boilerplate
language for that so it can also be included. Please resend it to me once it has been added.
Thank you,

Attached are the drawings, specs and PNF form for the above project. This project consists of multiple phases,
and I’ve attached the portions that require review by the DEQ. All the waterlines loop existing dead end lines or
connect existing transmission lines. Let me know if you have any questions.

Looking at the PNF, it appears that one phase of this project includes adding 69 service connections. Have you done
hydraulic modeling for these connections? You should have at least done that. While I don't necessarily need to review
or see that, at a minimum, you need to provide a hydraulic modeling certification. For the looped lines, normally that
would not be the case, because you aren't adding additional service connections, but for the one set, that should happen.
I have attached a copy of the form.
Also, is this a funded project through the state SRF program? The reason I ask is because you had included Kjori Shelley
in the email and she only gets involved when it is a funded project.
