Box 460 Huntsville, Utah 84317 Subject:Plan Approval, Well Equipping, Legend Well (WS012); Snowbasin Resort, System #29071, File #13337 Dear Davy Ratchford:The following is a brief summary of the Division or Drinking Waters (the Division) review of this project:The Division issued Plan Approval for drilling Legend Well on April 13, 2023.The Division of Drinking Water (the Division) received an initial version of the plans and specifications for equipping Legend Well from your consultant on April 23, 2024. The Division received the completed plans and specifications for the project on May 24, 2024. Written review comments were provided to your consultant on June 5, 2024.The Division received updated plans on June 19, 2024.The Division provided additional review comments and received the final plans on July 2, 2024. Our understanding of the project includes equipping the Legend Well, installation of a pitless adapter, and construction of a new well house. The Legend Well will be equipped with a pitless adapter unit and a new, 162 gallon per minute (gpm) submersible pump. The well discharge piping will consist of an 8-inch diameter, Class 52 ductile iron pipe (DIP). Within the new well house, the discharge piping will be reduced to 6-inch diameter DIP, and will include a smooth-nose sample tap, check valve, pressure gauge, flow meter, and combination air valve. A 4-inch diameter DIP pump-to-waste line will discharge outside the well house with an appropriate air gap. A new, 8-inch diameter DIP transmission line will connect the new well to the distribution system. This well is identified as WS012 in the Division’s database. We have received the following information for Legend Well: Certification of well seal. Well driller’s report (well log). Aquifer drawdown test results (step drawdown test and constant-rate test). New Source Chemical Analyses of the well water. Plans and specifications for equipping the well. Pump information including pump curve and operating point. Wellhead discharge piping. Well house design. We have completed our review of the plans and specifications, stamped, and signed by Ryan Cathey, P. E., and dated May 31, 2024, and find they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for equipping Legend Well are hereby approved. This approval pertains to construction only. An Operating Permit must be obtained from the Director before Legend Well may be put into service. A checklist outlining the well approval process, including the items required for issuing an operating permit for this well is enclosed for your information. Approvals or permits from the local authority or county may be necessary before beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled. This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter. Drinking Water Source Protection Requirement The Division concurred with the Preliminary Evaluation Report for this source in a letter dated March 8, 2023. A complete Drinking Water Source Protection (DWSP) plan was required by March 8, 2024 and has not been received. Please submit the DWSP plan before requesting a permanent Operating Permit. You must submit proof that a map of the final zones has been provided to Weber County to be covered under the Weber County Source Protection Ordinance before the well can receive an Operating Permit.
