STORAGE PADS IN THE MISSILE STORAGE AREA
1.0 Description
The Missile Storage Area (MSA) is located at the Oasis Complex at the UTTR North Range. It is a
secure area designed and operated in accordance with United States Department of Defense Safety
Board and Air Force explosive safety standards. Two pads within the MSA were constructed and sited
for the storage of vehicles bearing explosive cargo intended for treatment at the Thermal Treatment
Unit. The two pads are shown in Figure 1.
Pad 1 was designed and approved for the storage of 86,778 pounds of Hazard Division (HD) 1.1
explosives, 500,000 pounds of HD 1.2 explosives, and 930,000 pounds of HD 1.3 explosives. Pad 2 was
designed and approved for the storage of 86,314 pounds of Hazard Division (HD) 1.1 explosives,
500,000 pounds of HD 1.2 explosives, and 935,000 pounds of HD 1.3 explosives.
The overall size of each pad is 50 x 200 feet with an actual potential explosive site area of 50 x 120 feet.
The additional 40 feet on each end allows for missile trailers to maneuver and is not authorized for any
kind of explosive or inert storage. Each pad is constructed out of crushed gravel road base material. It
is compacted to 100% and covered with magnesium chloride to prevent erosion. Each pad has power, a
lightning protection system, and a grounding system.
2.0 Inspection Plan
Each pad is inspected on a daily basis while energetic material is in storage on the pad. Inspections
document the following:
● Date of storage;
● Storage pad number;
● Motor/Item serial number (if applicable);
● Hazard class;
● Fire symbol;
● Net explosive weight (N.E.W.);
● Grounding;
● Items are secured and tarped;
● Trailer condition (hydraulic leaks etc.); and
● Trailer tire condition.
