MODULE VII
STORAGE OF ENERGETIC WASTES
VII.A. APPLICABILITY
VII.A.1. The requirements of this Permit module pertain to the storage of energetic military
waste at the UTTR in Box Elder County, Utah, that are scheduled for treatment at
the Thermal Treatment Unit (TTU), but need to be stored because of unfavorable
weather or other conditions that force a delay in treatment.
VII.A.2. The permit conditions of this module allow storage of energetic military wastes for a
period not to exceed 30 days. The Permittee shall store wastes pursuant to this
module only at Missile Storage Area Pads 1 and 2 located in the Missile Storage
Area (MSA) at the UTTR, as shown in Figure 1 of Attachment 16.
VII.B. STORAGE REQUIREMENTS
VII.B.1. The Permittee shall not exceed 172,000 pounds Net Explosive Weight (NEW) of
explosive items in storage on Missile Storage Area Pads 1 and 2. Storage shall be
conducted by 75 CEG Munitions personnel in accordance with all Air Force
Explosive Safety Standards (AFMAN91-201).
VII.B.2. Permittee shall only store hazardous waste that has the primary waste code of D003
on MSA Pads 1 and 2.
VII.B.3. The Permittee shall cover hazardous waste stored on MSA Pads 1 and 2 in
compliance with DOT requirements for transportation over public highways, at all
times while the waste is in storage.
VII.B.4. The Permittee shall not store wastes containing free liquid on MSA Pads 1 and 2.
VII.B.5. Hazardous waste stored on MSA Pads 1 and 2 shall only be waste generated at the
UTTR or manifested waste received for treatment at the TTU.
VII.B.6. Items placed in storage will be rescheduled for treatment at the TTU within the
following 30 days, and the Permittee shall treat them at the first available
opportunity within that period.
VII.B.7. The Permittee shall not store waste directly on the ground at MSA Pads 1 and 2. If
wastes are received from off site, the Permittee shall store them inside the transport
truck or on the transport trailer that they were on when they arrived at the UTTR. If
wastes were generated at the UTTR, the Permittee shall store them only in the truck
that will be used to transport the waste to the TTU.

VII.B.8. All containers shall remain closed while in storage on MSA Pads 1 and 2. No
hazardous waste shall be added to or removed from any containers during storage.
VII.C. INSPECTION REQUIREMENTS
VII.C.1. The Permittee shall inspect the storage area daily while any waste items are in
storage. The inspections shall verify that items in storage are properly secured and
grounded and that no storage conditions or other factors that could jeopardize worker
safety or cause potential harm to human health or the environment exist. Records of
each daily inspection shall be maintained as part of the Facility Operating Record.
Documentation of the inspections shall follow the Inspection Plan in Attachment 16
of this Permit.
VII.D. CLOSURE/POST CLOSURE
VII.D.1. Upon the closure of the TTU, the Permittee shall close the storage area (MSA Pads 1
and 2) in accordance with UAC R315-264-110 and UAC R315-264-178, and
Condition II.P and Attachment 8 of this permit.
