DEFINITIONS
For the purposes of this Permit, the following definitions shall apply:
Act shall mean the Utah Solid and Hazardous Waste Act, UCA 19-6-101 et seq.
Background shall mean the naturally occurring level, plus two standard deviations from
the mean, of constituents of an environmental medium not affected by facility operations
or leakage from a unit.
Board shall mean the Utah Waste Management and Radiation Control Board.
Director shall mean the Director of the Division of Waste Management and Radiation
Control.
Division shall mean the Division of Waste Management and Radiation Control of the
Utah Department of Environmental Quality.
Energetic is a substance, either a pure compound or a mixture of compounds, capable of
undergoing a very rapid chemical change. Energetics include high explosives, low
explosives (most propellants and pyrotechnics), incendiaries, fuse powders, and thermites.
Explosive is a chemical compound or mixture which, when subjected to heat, impact,
friction, shock or other suitable stimulus, undergoes a very rapid chemical reaction with
the evolution of large volumes of heated gases that exert high pressures in the
surrounding medium.
Facility shall mean all contiguous land and structures and other appurtenances and
improvements on the land at the Utah Test and Training Range. The facility description
is set forth in Attachment 1.
Hazardous Waste Management Unit (HWMU) shall mean a contiguous area of land on
or in which hazardous waste is placed, or the largest area in which there is significant
likelihood of mixing hazardous waste constituents in the same area.
High Explosive is an energetic material in which the decomposition process (detonation)
proceeds through the entire material at supersonic speed; a shock wave is produced.
Low Explosive is an energetic material in which the decomposition process (deflagration)
occurs at subsonic speed. The decomposition process occurs on the surface of the
explosive only; there is no shock wave.

Open Burning shall mean the high temperature oxidation of fuel with the release of heat
and combustion products.
Open Detonation shall mean a chemical reaction of explosive material in conjunction
with a shock wave.
Permittee shall mean the United States Air Force, including but not limited to the 75th Civil
Engineering Group (75 CEG), 75th Civil Engineering Squadron/Civil Engineering
Operations Range Flight (75 CES/CEOR), and 75th Civil Engineering Group Installation
Environmental Branch (75 CEIE).
RCRA shall mean the Resource Conservation and Recovery Act of 1976, as amended by
the Hazardous and Solid Waste Amendments of 1984.
Semi-annual shall mean once every six months.
Solid Waste Management Unit (SWMU) shall mean any discernible unit at which solid
wastes have been placed at any time, irrespective of whether the unit was intended for the
management of solid or hazardous waste. Such units include any area at a facility at
which solid wastes have been routinely and systematically managed.
UTTR shall mean the facility as defined previously.
Waste Munitions shall mean all types of conventional ammunition products and their
components produced by or for the Department of Defense (DoD) for national defense
and security. This includes munitions produced by other parties under contract to or
acting as an agent for DoD.
All definitions contained in applicable sections of UAC R315 are hereby incorporated, in their
entirety, by reference into this Permit, except that any of the definitions used above shall
supersede any definition of the same term stated in UAC R315.
