HomeMy WebLinkAboutDDW-2024-008776 July 9, 2024 Colby Goodliffe Utah Test and Training Range 4663 West 8100 North Elwood, Utah 84337 Subject:Plan Approval, Well Drilling, Well #2 REPL-1 (WS003); Utah Test and Training Range, System #02060, File #15188 Dear Colby Goodliffe:The Division of Drinking Water (the Division) received the plans and specifications for drilling the proposed Well #2 REPL-1 from your consultant, Chris DeKorver, P.G., with Bowen Collins & Associates on June 14, 2024. We understand that this project consists of the replacement of Well #2 (WS002) with Well #2 REPL-1 (WS003). Well #2 REPL-1 will be drilled within approximately 20 feet of the existing well and will be considered a “Replacement Well”. The replacement well will be drilled at an estimated 600 feet and have a 10-inch diameter steel production casing. A 24-inch diameter borehole will be drilled to 40 feet and a 16-inch borehole drilled for the remainder of the depth of the well. A 16-inch diameter surface casing will be installed to a depth of 200 feet with the annular space between the surface casing and borehole to be filled with a neat cement sanitary grout seal for the full 200 feet. A gravel pack will be installed in the annular space between the surface casing and production casing and the annular space between the borehole and production casing, extending down to the bottom of the borehole. It is anticipated that 160 feet of stainless- steel wire wrapped screen will be installed at varying depth intervals.The Well #2 REPL-1is identified as WS003 in the Division’s database. We have received the following information forWell #2 REPL-1: Plans and specifications for borehole and well drilling. Approved replacement well application from DWRi. We have completed our review of the plans and specifications, stamped, and signed by Chris DeKorver, PG, and dated June 14, 2024, and found they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems. On this basis, the plans for drilling Well #2 REPL-1 are hereby approved. This approval pertains to well drilling, development, aquifer testing, and disinfection of Well #2 REPL-1 only. Please be aware that discharge permits may be required by Utah Division of Water Quality for discharges generated during well drilling and aquifer drawdown testing. The Utah Division of Water Rights (State Engineer’s Office) regulates the drilling of water wells. Before the drilling of a well commences, the well driller must receive a start card from the State Engineer’s Office. Please be aware that, for public drinking water supply wells, in addition to the Division of Drinking Water’s R309-515 rule, the Division of Water Rights’ rule R655-4 also applies and shall be followed. After drilling is completed, you are required to submit additional information outlined in R309-515-6(5)(b) and (c) for review andobtain an approval from the Director for equipping this well and constructing discharge piping and infrastructure necessary for introducing the well water into the distribution system. After obtaining the well equipping approval, you’ll then be required to obtain an Operating Permit before Well #2 REPL-1 may be put in service. A checklist outlining the well approval process, including the items required for well equipping and an Operating Permit, is enclosed for your information. Please label the well water sample collected for new source chemical analysis with your water system number UTAH02060 and WS003 (for both the facility ID and sample point ID) on all laboratory forms for each individual source. This will ensure proper identification and entry of the new source chemical analysis results in our database. Approvals or permits from the local authority or county may be necessary before beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled. This approval must be renewed if construction has not begun or if substantial materials have not been ordered within one year of the date of this letter. Drinking Water Source Protection Requirement Based on your Application to Replace an Existing Well, approved by the State Engineer on June 28, 2024, for Water Right 13-265 (A35226), this well is classified as a replacement well to replace the existing Well #2 BLDG 30005 (WS002). A Preliminary Evaluation Report is not required for this replacement well if the replacement well is drilled within 150 feet of the original well. However, the system is still required to submit and obtain written approval for a complete Drinking Water Source Protection (DWSP) Plan (refer to R309-600-13(6)). The DWSP Plan shall be developed in accordance with R309-600-7(1). The DWSP Plan must be submitted to the Division within one year of the date of this letter.
