HomeMy WebLinkAboutDDW-2024-008775 July 9, 2024 Cedar Highlands Subdivision Tracy Hobart Feltner 88 East Fiddlers Canyon Road Suite A Cedar City, Utah 84721 Subject:Permanent Operating Permit, Spring #9 (WS002) Redevelopment Project; Cedar Highlands Subdivision, System #11042, File #11968 Dear Tracey Feltner:The Division of Drinking Water (the Division) received your request for a Permanent Operating Permit for the Cedar Highlands Spring #9 Redevelopment Project from Curtis Nielson, Ensign Engineering on May 31, 204. Previously, the Division received the plans and specifications on January 13, 2020. Review comments were sent on January 14, 2020. Revised plans and specifications were received on January 16, 2020. The Division issued Plan Approval for this project on February 4, 2020, and a Temporary Operating Permit was issued on June 27, 2020, with a due date of June 30, 2024, requiring the submission of three years of spring flow data. The three years of spring flow data was received by the Division on May 31, 2024. Our understanding of the project was the redevelopment of spring collection areas within Spring #1 (WS001) at the lower tanks site and Spring #9 (WS002) at the upper tank site in the Cedar Highlands Water System (11042). However, this changed during exploration at the Spring #1 site, where no additional area was available to be developed, therefore it was removed from the project. Only Spring #9 was redeveloped. The project included the installation of new 4-inch collection lines, new 40 mil impermeable liners with 2 feet of cover, and the construction of new collection boxes. The collection areas already had existing fencing and diversion berms to keep surface water from the spring collection sites. In 2020, we had received the following information for the Spring #9 (WS002) Redevelopment Project: Design engineer’s statement of conformance with approval conditionsand changes made during construction which was the removal of Spring #1 from the project. As-built or record drawings. Recorded land use agreements. Satisfactory bacteriological results as evidence of proper disinfection and flushing. On May 31, 2024, received three years of monthly spring flow data. Permanent Operating Permit for Spring #9 (WS002) We have determined that all conditions for issuing an Operating Permit have been accomplished. On this basis, an Operating Permit for Spring #9 is hereby issued as constituted by this letter.The yield of Spring #9 is determined to be 8 gallons per minute (gpm) based on the 25th percentile of the spring flow information we received. This yield is the basis for determining the maximum number of connections that spring #9 can serve. Bacteriological Source Sampling This system is required to take monthly Escherichia Coli (E. coli) sample prior to chlorination at Spring #9 (WS002) (assessment monitoring) during the operating period when the spring is accessible and shall continue for a minimum of 6 months. This schedule will begin August 2024. This sample is in addition to the monthly distribution system sample (DS001). Please label the source sample as WS002 (for both the facility ID and sample point ID) on all laboratory forms. Please contact Sitara Federico for any positive samples that may occur at the source at 385-515-1459 or sfederico@utah.gov. If any sample result comes back as E. coli positive, please contact the Division within 24 hours of being notified of the result. This monitoring is required to evaluate the quality of the water coming from Spring #9 (WS002) to better protect public health. Additional monitoring and/or disinfection requirements may be assigned depending on the results of the assessment monitoring.The issuance of this Operating Permit resolves your water system’s dormant deficiency S001 for 200 points related to Unapproved Source in Service.
