Your recent letter of September 17, 1993 requested information pertaining to the annual
inspection of Hercules' Bacchus Works facility. The inspection this year is focusing on
disposal of Titan IV SRMU forward segment TF009, a task that was accomplished on August
23, 1993. A number of items were requested in order to complete the inspection. Each of
these items is individually addressed below.
Item 1 - Please provide a copy of the hazardous waste manifest which accompanied the
TF009 segment to the UTTR facility.
Response - A copy of the manifest was hand delivered to the Division of Solid and
Hazardous Waste (DSHW) office the week of 27 August 1993. Another copy
is attached to this letter.
Item 2 - Please indicate when TF009 became the property of the U.S. govemment.
Specifically, when was the paper work signed transferring ownership from
Hercules to the U.S. Govemment.
Response - By prior agreement between the various govemment, contractor, and
subcontractor parties, Hercules retained ownership of the segment until
placement of the segment on the Utah Test and Training Range Thermal
Treatment Unit (UTTR TTU) pad. The segment had to be placed to the
satisfaction of the 649 Explosive Ordnance Disposal Squadron (EODS), which
is the Air Force group responsible for placement of the destruct charges.
Except for signatures, all the paperwork pertaining to segment ownership was
filled out prior to disposal. Once the segment was placed, a short signing
ceremony was held on the county road west of the TTU. The 649 EODS was
then notified that the segment belong to the U.S. Govemment and given
direction to proceed with the disposal.

Item 3 - The Hazardous Waste Disposal Plan for TF009 indicates that flexible linear
shape charges were going to be used after the bum to "cut up' the carbon fiber
casing and that the casing will be disposed of at an appropriate industrial waste
facUity. Please provide copies of all manifest or shipping papers used for
disposal of the TF009 casing. Also, indicate how Hercules established that the
casing could be disposed of as solid waste at an industrial facility.
Response - A copy of the hazardous waste manifest used to ship the nonhazardous debris
to USPCI's grassy mountain facility is attached. The debris was shipped as
nonhazardous.
Hercules' knowledge of the Titan SRMU manufacturing process determined
that the only waste code applicable to Titan IV SRMU segment TF009 was
D003 because of the reactive propellant. Treatment of the propellant at the
UTTR TTU and subsequent visual inspection verified that all of the propellant
had been consumed. The residuals no longer had the characteristic of reactivity
and were thus nonhazardous per 40 CFR 261.3(d).
A representative sample collected at the time of disposal confirmed that the
material was indeed nonhazardous (results attached).
Item 4 - Also, if available, please provide photographs of TF009 before unloading, after
unloading, and after disposal.
Response A video tape covering TF009 disposal was hand delivered to the DSHW office
on 16 September 1993 with instructions to place on Bill Wallner's desk.
Additional still photographs taken by the Hercules Photo Department are
included with this letter.
