The rocket motor in question is Titan IV forward segment TF009. The segment contains over 118,000 pounds of propellant and is 10.5 feet in diameter and 15.2 feet long. Hercules is still preparing to dispose of the rocket motor this year at the Thermal Treatment Unit (TTU) of the Hill AFB Test and Training Range. The HAFB TTU Subpart X permit application is currently under review by the State Division of Environmental Quality. HAFB has notified Hercules that some permit issues have arisen that will likely impact the scheduled disposal of the rocket motor. No firm disposal date can be set until these issues have been worked out. This letter requests a second emergency 90 day permit for storage of the segment in response to this delay. The segment is currently being stored at one of our shipping facilities (Building 2495) at our Bacchus plant. This facility is not permitted for long term storage of hazardous waste, but it is specifically designed for the safe storage of large rocket motor segments. The segment has been placed on a railcar that facilitates transportation of Titan IV segments. Such railcars have safely been used for shipments of Titan IV segments to various sites around the country. The railcar completely encloses the segment, is climate controlled, and can be secured against intrusion. Building 2495 is designed to facilitate railcar shipment of Titan IV segments to launch sites at Kennedy and Vandenberg Space centers. As such, railspurs approach and enter the building from the west. One railspur runs completely through the building and extends past it a short distance to the east. This spur is used for additional storage space and for chaining railcars together. To make full use of the building and to prepare the segment for its eventual shipment, Hercules requests that this railspur be considered as part of the building and be included on the emergency permit. Storage of the segment/railcar on the spur will not have any hazardous waste or safety implications. Request for Second Emergency Permit for Page 2 Storage of Waste Rocket Motor Hercules continues to believe that the unforeseen delays with the HAFB TTU permit qualify this request for an emergency permit per 40 CFR 262.34 (B).
