Background
Hercules desires to remediate fluorine and tetrafluorohydrazine (N2F4) cylinders by venting them
one-at-a-time with a small explosive charge placed on the valve of each cylinder.
Fluorine is considered an airborne toxic. As such, concentration of fluorine at fenceline cannot
exceed the TLV/100 (16 /ig/m^.
Estimated Emissions
Hercules proposes to remediate 54 fluorine and 10 N2F4 cylinders. The operation would be conducted
in an open field approximately 1265 meters (m) north of the closest Hercules property fenceline.
Fluorine cylinders will take approximately 25 seconds to vent across the valve orifice. After an
appropriate dispersal period (« ^A hour), another charge can be set. This would result in twelve (12)
cylinders being vented in a single day. The total daily fluorine load would be 12 cylinders/day x 8
lbs/cylinder = 96 pounds/day. The entire operation would take between 5 and 6 days.
Detonation products from N2F4 will include NO, and hydrogen fluoride (HF) gases. Mass balance
calculations show that a total of 9.6 pounds of hydrogen fluoride and 11.04 pounds of NO2 would be
produced from remediating the N2F4 cylinders.

Dispersion Modeling
The EPA- approved model SCREEN was used to calculate a 1-hour concentration, which was then
compared to Threshold Limit Values (TLV) for fluorine to determine whether or not the fluorine
release is acceptable. The 1-hour concentration was converted to an 8-hour average by multiplying
by a factor of 0.7. The industrial hygiene TLV value for fluorine is 1.6 mg/m' as set by the
American Conference of Governmental Industrial Hygienists (ACGIH). The Utah ambient acceptable
limit (AAL) of TLV/100 is 0.016 mg/m', or 16 /xg/m'. The TLVs for NO2 and HF resulting from
detonation of the N2F4 cylinders are both higher than the TLV for fluorine. Therefore, modeling for
fluorine is sufficient to insure acceptable impacts from N2F4.

The SCREEN model treats the fluorine emissions as an emission from a smokestack. A number of
SCREEN runs were made with variations in parameter values to determine their respective, relative
influences upon the magnitude of ground level concentrations. Varying the values had negligible
influences, with the exception of stack height and exit temperature; therefore, those two parameters
were set at values to insure the most conservative (maximum concentration) results.
Air Qualitv Impacts
The modeling analysis has been verified and found to be in accordance with EPA and Division policy,
and in accordance with pre-approved modeling protocol. The modeling shows that the maximum
8-hour, fenceline concentration for fluorine would be 49 /ig/m'; which exceeds the AAL. The
maximum fenceline concentration under neutral and unstable meteorological conditions was 14 /xg/m'.
Therefore, the applicant proposes to limit remediation operations to those days that would not consist
of stable (stability categories E and F) conditions. Although there is not a one-to-one correspondence

between stability classes and the clearing indices, it is assumed that a daytime clearing index greater
than 500 excludes stability classes E and F.

Toxics The SCREEN model indicates that all ground level concentrations will be less than
Utah's AAL's for the toxics from the proposed operations.
Recommendation
The result of the modeling run shows that there should be no violations of the Utah's toxic AAL's
when operations are conducted with a daytime clearing index of 500 or greater. Based on these
results, it is recommended that an Approval Order be issued to Hercules for the remediation of
fluorine and N2F4 cylinders.
