Re: Request for Third Emergency Permit for Storage of Waste Rocket Motor
Dear Mr. Downs:
An emergency pennii for storage of a waste rocket motor (Pennit irr-02-93) was
granted to Hercules on 3 March 1993 and covers the period from 8 March 1993 to 6 June
1993. This permit was the second such emergency permit requested. The rocket motor in
quesiion is Titan IV forward segment TF009. The segment contains over 118,000 pounds of
propeUant and is 10.5 feet in diameter and 15.2 feet long. Hercules is still preparing to
dispose of the rocket motor this year at the Thermal Treatment Unit (TTU) of the Hill AFB
Test and Training Range.
The HAFB TTU Subpart X pennit application is currently under review by the State
Division of Environmental Quality. Certain permit issues are still being resolved between the
State and HAFB that have impacted the operation of the TTU Thennal Treatment Unit
HAFB will notify Hercules when these issues have been resolved and disposal of the rocket
motor can be scheduled. This letter requests a third emergency 90 day permit for storage of
the segment in response to this delay.
The segment is still being stored at our Shipping 3 facUity (Building 2495). Hercules
continues to believe that the unforeseen delays with the HAFB TTU permit qualify this
request for an emergency permit per 40 CFR 262.34 (B). If you have any further questions
