The material is to be remediated by on-site aeration as oudined in our Ociober 17, 1991 Corrective Action Plan. On January 23, 1992, results from sampling for F-Lisied volatile organics were submitted as requested to the Division of Solid and Hazardous Wasle (DSHW), wilh a copy to Shelly Quick of your Slaff. No solvents were identified in the stockpiled soil. W. M. Wallner with the DSHW has indicated this closure will remain under the auspices of the DERR. As a follow-up to the Hercules Remediation Schedule and Corrective Action Plan (CAP) submitted lo the DERR on October 17, 1991, Atiachment A describes work performed as pari of our Voluntary CAP. The former lank location is clean. Attachment B is a Contingency Response Plan which includes a post corrective action monitoring plan as an addendum to the CAP. Approval, comments or questions conceming the site closure of Used Oil UST No. 8153 and aeration on-site of stockpiled soils may be directed to Jonathan Hermance, of my staff, at 251-5669. Robbinson 2333 SE (w/o Altachmenls) ATTACHMENT A Location UM 4000368, Used Oil UST No. 8153 Closure Sampling Under Voluntary Corrective Action Plan On October 23, 1991, Petroleum Environmental Services retumed to reopen the removal site excavation of UST No. 8153. Approximately 5 cubic yards of clean road base material originally brought in to backfill the removal site excavation was dug back out with a backhoe. This material was only removed to within 6 inches or so of the walls and bottom of the hole to prevent mixing with any possibly contaminated insitu soils. The material was stockpiled aboul 30 feet north of the excavation to be reused in backfilling the hole. Approximately 15 cubic yards of in-place material was removed from the sides and bottom of the tank removal excavation. Final dimensions of the enlarged excavation were about 10 X 10 X 8 feet deep at the south wall (see Lust Site 8153 Plan and Cross Section Views, attached). The 15 yards removed were placed on additional 10 mil plastic spread oul by the original estimaied 1.5 yards of maierial stockpiled on plastic al the time of removing the lank. All the stockpiled soil on plastic was localed about 75 feet west of the excavation on near level ground. The volume of stockpiled soil, fluffed up due lo being handled, is estimaied at a volume of aboul 20 cubic yards. The stockpiled material was covered with 10 mil plastic held down by rocks and partial backhoe buckets of clean fill. Soil samples for TPH/Oil and Grease analysis by extraction infrared absorbance melhod 418.1 were obtained at the base of each wall and at the center of the enlarged excavation (see LUST Site 8153 Plan and C!ross Section Views, attached). ATTACHMENT A (cont'd) Chain of custody records and laboratory analysis results showing less than 1 ppm TPH at all sampling locations in the enlarged tank removal excavation are attached. The excavation was backfilled, compacted and graded to contour using the estimated 5 cubic yards of nearby stockpiled road base material and an additional tmck load and pup of clean road base material. Photographs of the lateral enlargement and finished depth of the excavation showing where the samples were taken are on file. Removal of the soil for off-site disposal is unlikely to be a consideration. Only an estimated 138 ppm TPH or about 1 gallon of used oil is thought to be in 18 to 20 cubic yards of stockpiled material. A required cleanup to Level 1 or 100 ppm TPH is probably attainable. An estimated 1 gallon released as accumulated small spills off the lid of the tank weighs 8.3 pounds. Twenty cubic yards of excavated soil in the pile at an estimated weight of 3000 pounds per yard equals 60,000 pounds. 8.3 pounds of oil divided by 60,000 lbs of pile equals .000138 or 138 ppm estimaied TPH. Hercules will submit any modifications to the CAP dated October 17, 1991 for review and approval by the DERR prior to implementation. Approximaiely one year afler spreading oul the stockpiled material to a thickness of aboul 6 inches, Hercules will take 3 grab samples of the spread soil and have them analyzed for TPH (using Method 418.1) and BTEXN. The samples will be laken at least 100 feet apart from the bottom of the spread soil near the coniact with original grade. The sampling plan (as a field sketch) and the analysis results will be submitted to die DERR. ATTACHMENT B (cont'd) Failiure of the spread soils to have been aerated and bio-remediated sufficientiy to achieve the approved cleanup level will require Hercules to conlract the following work wilhin 6 months: The contaminated soils spread the previous year by Hercules operated graders and front end loaders will be disk harrowed by a contractor. The disking would be expected to mix the contaminated soil lo a deplh of aboul 6 inches with the underlying soil. Approximately one year afler having a contractor disk harrow the contaminated soil, Hercules will take 3 grab samples of the soil and have them analyzed for TPH (by Method 418.1) and BTEXN. The samples will be taken at least 100 feet apart from a depth of 6 to 12 inches below grade. The sampling plan (as a field sketch) and the analysis results wiU be submitted to the DERR. Failure of the disked soils to achieve the approved cleanup level will justify discussion wilh the DERR and industry about alternatives to costiy removal by gondola. The Salt Lake City/County Heallh Department will be notified by phone before Hercules implements any spreading or disking of soil at this sile. A telephone record of the coniact will be copied to the DERR. Because of the quick thinking of another operator calling Kent Adomson {Who is our safety engineer} no hazardous waste made it into the lake and was contained in the building.
