Dear Mr. Downs:
Hercules requests approval for a change in our Part A permit
application to add two facilities for storage of hazardous waste
explosives for greater than 90 days to our existing interim status.
This change is made in accordance with procedures and conditions
set forth in Utah Code R450-3-20.2.c.1 and 2, "Changes during
interim status."
These additions are necessary to allow the storage of waste
explosives generated at Bacchus. The first type of waste requiring
storage is a reject 312,000 pound (total weight) Titan IV motor
segment (TAC 01). The Titan IV Program Office will be scrapping-
out TAC 01 making it a hazardous waste. Hercules does not
currently have any disposal methods for a motor of this size. The
Air Force's Oasis facility that Hercules has used in the past can
not accept this motor for treatment and disposal for two reasons;
first, the motor has not been designated as government property and
therefore can not be disposed of at Oasis; secondly, the motor is
larger than their existing facility and disposal permit allows. TAC
01 will be stored in a segment storage building until a disposal
method can be identified. This container storage facility will
store no more than 312,000 pounds of 1.3 explosives (in accordance
with DoD quantity/distance requirements) and shall be designated as
Building 4643.

The second waste is approximately 26,500 pounds of solid
rocket propellant contained within an old C-4 case. This waste
propellant was the result of an out-of-spec mix run. This material
is not government property, and therefore not eligible for disposal
at Oasis.
There will also be a third wastestream. Several rocket
motors, pieces of motors and boxes of propellant (to come out of
aging and testing programs in the next several months) will be
declared wastes as they are released from the various programs.
Because some of these materials are not government property (or a
decision on ownership is pending) the Oasis facility can not accept
them for treatment and disposal. These wastes will be treated and
disposed of at Oasis if and when they become eligible and
arrangements can be made.
The container storage areas for the last two types of
wastestreams will be designated portions of two explosive storage
buildings, the first will be government-owned and has yet to be
identified. Hercules has asked the Navy to select this facility.
We do not anticipate a response in the very near future. If and
when a facility is identified, an additional Part A Application
revision will be submitted.
The second storage building will be Resthouse #1 (building
#2191) . Resthouse #1 has an explosive storage capacity of 250,000
pounds. A portion of the building will be clearly identified with
portable barriers for hazardous waste storage. If the space
becomes available this facility may be used for additional
hazardous waste storage in the future.
The 90-day storage period for the propellant-filled C-4 case
expired on February 15. Hercules requested, and received, a 30-day
extension to the 90-day rule to allow time to complete the
necessary administrative procedures for this Part A revision
request.

EXAMPLE FOR COMPLETING ITEM IV (shown in line numbers X-1, X-2, X-3, and X-4 below) — A facility will treat and dispose of an estimated 900 pounds
per year of chrome shavings from leather tanning and finishing operation. In adciition, the facility will treat and dispose of three non—listed wastes. Two wastes
are corrosive only and there will be an estimated 200 pounds per year of each waste. The other waste is corrosive and ignitable and there will be an estimated
100 pounds per year of that waste. Treatment will be in an incinerator and disposal will be in a landfill.
