Box 16690 Salt Lake City, Utah 84116-0690 Re: Request for a Thirty-Day Extension of the Ninety-Day Storage Rule for Waste Rocket Propellant Dear Mr. Downs: Hercules requests an additional thirty-day extension to the ninety-day storage rule for approximately 26,500 pounds of cured waste rocket propellant. This waste propellant is the result of an out-of-spec, batch mix operation. The propellant is contained in an old C-4 motor case. The ninety-day storage period for this waste expired on February 15. Hercules was granted a 30-day extension by your office on February 15. At the time we were preparing a Part A permit application revision to add storage for this propellant. We were also in discussion with the Navy to provide a storage facility for Navy-owned hazardous wastes. It now appears that a decision on the Navy facility will be made in Washington D.C. We have therefore decided to remove the Navy-owned facility in question from the Part A revision. A second Part A application revision will be submitted when we have a decision on the matter. This extension request is to allow time for the processing of the Part A application revision that has been submitted on this date.
