Box 16690 288 North 1460 West Salt Lake City, Utah 84116-0690 Re: Part A Revision Dear Mr. Downs, Hercules is hereby subinitting the enclosed revised Part A application to cover the following changes; 1) the addition of D codes to the waste streams to comply with the new TCLP regulations, 2) to update the waste streams and quantities to reflect current operations, and 3) to include changes required for the Burning Grounds Expansion. Hercules' buming grounds is a thermal treatment unit operating under interim status. The burning grounds is being modified to accommodate increased production at Bacchus West and to meet the standards of Subpart X as discussed in my letter to Brent Bradford, dated September 27, 1989. The September 27, 1989 request was based on Hercules' need to bum 4500 lbs. of explosives daily. Our permit from BAQ, however includes the stipulations that Hercules bum a minimal quantity when the "no burn" restrictions are in effect for woodburning stoves. During more favorable meteorological conditions Hercules will be permitted to treat the accumulated backlog of explosive wastes at a rate of 6,000 pounds per day for explosive waste. The proportional increase in explosive contaminated wastes will be approximately 1,800 pounds per day, putting the required capacity at 7,800 pounds per day. Because of the explosive nature of this waste, offsite disposal is not an option. A revised Part A application reflecting the change is attached. This revised Part A will replace all other previousy submitted applications.
