December 17, 1987 Mr. Brent Bradford Executive Secretary Utah Solid & Hazardous V/aste Committee P.O. Box 16700 Salt Lake City, Utah 84116-0700 Dear Mr. Bradford: This letter is in response to your December 7, 1987 letter to the writer regarding the financial assurance submittal provided by Morton Thiokol. In answer to your two questions is as follows: Question #1 The updated financial test information was not submitted within the appropriate time period because of personnel changes at the Morton Thiokol headquarters in Chicago. We regret this delay in providing your office with these papers. In general, we have found it extremely difficult to meet the 90-day requirement because after we close our books, we find the financial au&tors are just not in the position within 90 days to provide the necessary documentation. This does not explain the additional six week delay, and we will make every effort in the future to make sure that we provide your office with the necessary papers in a timely fashion. Question #2 The closure cost estimate went down mainly because several facilities around the company discontinued their RCRA storage status. As such, these facilities went through an interim closure and then reverted to a generator status and no longer require any financial assurance documentation. 110 North Wacker Drive. Chicago.
