This is a historic photographic fixer discharge area at the Promontory ATK Launch System Inc. (ATK) facility. The Division approved the plan in an August 6, 2016 letter. The sampling was conducted on September 16, 2016 with Division representative Jeff Vandel at the site. A report was submitted to Division in April 2017 detailing background of the site, the analytical results and a proposed corrective action. In a May 23, 2018 letter the Division approved the corrective action plan for the removal of Cr (VI) contaminated soil at SWMU 553. 1.1 BACKGROUND The building called M-19A at the ATK facility was historically used to develop X-ray photographs from the X-ray of solid rocket motors such as Minute Man. The spent photographic fixer solution was discharged to a dry well which could overflow through a pipe into a storm drainage channel designated as SWMU #553. In October 1993 the storm drainage channel was sampled using a Division approved plan as part of the site RFI program. A report of the investigation was included in Thiokol Propulsion RCRA Facility Investigation Source and Contamination Characterization Phase 1 SWMUs , August 2000 (2000 RFI report). This sampling is supplemental to information contained in the 2000 RFI report. Although the 2000 RFI report showed constituent values that were below risk based levels, the sampling indicated an increasing trend in silver concentrations with distance from the discharge site. The new sampling included geater distances from the discharge point and greater depths. Additional details can be found in the May 2016 Sample and Analysis Plan. 2.0 CORRECTIVE ACTION The approved corrective action plan was for the removal of Cr (VI) contaminated soil until the 21Page October 2018 SW MU 553 Corrective Action Report EPA Regional Screening Levels are achieved. This contamination was found in a narrow band of dark grey soil along the bank of the storm channel. The plan also required shipping the contaminated soil to an offsite subtitle D landfill. Due to the difficulty in accessing the locations in the deep runoff channel, removal of the soil was first attempted by hand on July 18, 2018. Approximately 1 yard of soil was removed from each of the two locations. This soil was placed in two 1 cubic yard boxes. Follow-up preliminary sample analysis indicated that there was contamination remaining along with the remaining grey colored band of soil. Subsequently, on August 29, 2018, a large track-hoe that could reach into the deep storm channel was then used for soil removal. From observations it appeared that the grey colored soil that indicated contamination went back another one foot into the side of the bank at each location. The track-hoe over excavated each of the two sites removing approximately 3 feet going into the side of the bank. The soil was placed into a roll off bin for shipping to the offsite Subtitle C landfill Grassy Mountain. The soil in the cubic yard boxes will also go into the roll off. Based on the soil level in the 20 yard roll off, an estimated 12 -15 yards of soil were removed. Photographs of the corrective action process are in Figure 1. 3.0 SAMPLE RESULTS Confirmation samples were collected according to the corrective action plan. In the upper 50 foot area two location were sampled. In the 250 foot to 300 foot section three areas were sampled. Analytical results were provided by Chemtech Ford Laboratory. The goal of the Corrective Action Plan was to be below EPA Regional Screening Level 0.30 mg/kg for Cr (VI). All of the five samples were below the reporting limit of 0.25 mg/kg. The duplicate sample 553- 250-3A was also below 0.25 mg/kg. The analytical data sheets are included in Attachment A. Note the Standard Method used to analyze the samples, SM 3500-Cr B, has a low detection limit equivalent to EPA 7199. The excavated soil was placed into a roll off container for shipment and disposal at the Grassy Mountain Subtitle C Landfill facility operated by Clean Harbors.
