RE: Soil and Groundwater Monitoring Plans for Evaluating the M-136 and M-225 Thermal Treatment Units ATK Launch Systems – Promontory Facility UTD009081357
Dear Mr. Blauer: The Division of Waste Management and Radiation Control has completed its review of ATK’s response to Division comments on the Soil and Groundwater Monitoring Plans dated April 30, 2018. Based on ATK’s
responses, the revised Plans that were submitted are hereby approved. Permit Condition IV.K.3. states that within 30 days of receipt of the Director’s approval of the Soil Monitoring Plan, ATK shall submit a request to modify the Permit to incorporate the requirements of the Soil Monitoring Plan into the Permit. Based on the modification classification A.4.a., in Appendix I to Section R315-270-42,
the required modification is classified as a Class 1. In accordance with R315-270-42(a)(1), Class 1 modifications may be put into effect by the permittee provided that the Director is notified by certified mail (or other means that establish proof of delivery) within seven
calendar days after the change is put into effect. Please provide the specified notification within 30 days of receipt of this approval letter. If you have any questions, please call Jeff Vandel at (801) 536-0257.
