ATK Launch Systems Inc. Promontory Facility Hazardous Waste Storage Permit
Dear Mr. Anderson:
As allowed under 40 CFR 270.42 F.4. (b), ATK Launch Systems Inc. (ATK) is requesting a modification
to the Promontory Facility’s Hazardous Waste Storage Permit. The proposed changes have been reviewed
with your staff and were deemed to be a class 1 permit modification with prior approval. The updated
pages are enclosed with this notification.
ATK requests the following changes due to an apparent oversite to list an EPA hazardous waste code in
the storage module of the Promontory Facility Hazardous Waste Storage Permit.
o Update Module III Condition III B. 1 to include EPA hazardous waste code to include D030.

MODULE HI - STORAGE IN CONTAINERS
III.A. APPLICABILITY
III. A. 1. The requirements of this permit Module pertain to the operation of hazardous waste
container storage areas at the facility. The Permittee shall comply with R315-8-9 and
all conditions of this Module.
III. A.2. The designated hazardous waste storage areas are the bays of Buildings M-705S, E-501,
M-629, M-186, the bum trays at M-136, Bum Station 14 at M-136, and Storage Pad
S-633. Drawings of these storage areas are presented in Attachment 6.
III.B. WASTE IDENTIFICATION
III.B. 1. The Permittee shall, subject to the terms of this Permit, store only the following
hazardous wastes, as listed by EPA hazardous waste code, in containers at storage areas
M-186, M-705S, S-633, M-629, M-136 and E-501:

III.B.2. The Permittee may store solid reactive hazardous waste, EPA hazardous waste code
D003, in storage Building M-629 subject to the terms of this Permit.
III.B.3. The Permittee may store solid reactive hazardous waste, EPA hazardous waste code
D003, in bum trays at M-136 prior to thermal treatment and subject to the terms of this
Permit. Waste stored in bum trays shall be containerized only in covered drums, boxes,
plastic bags, woven bags, US Department of Transportation (DOT) approved shipping
containers or containerized as described in Attachment 11. Containers shall be labeled
and managed as specified in Attachment 9.
III.B.4. The Permittee may store waste rocket motors, EPA hazardous waste code D003, that
contain solid propellant, one at a time on the ground at M-136, Bum Station 14 prior to
thermal treatment. Storage of waste rocket motors shall be conducted subject to the
terms of this Permit and shall be labeled and managed as specified in Attachment 9.
III.B.5. The Permittee may store solid reactive hazardous waste, EPA hazardous waste code
D003, on Storage Pad S-633 subject to the terms of this Permit.
