Box 707 Brigham City, UT 84302-0707 RE: Review of the Response to Comments on the Surface Water SWMU Investigation Report ATK Launch Systems-Promontory Facility UTD009081357 Dear Mr. Blauer: The Division of Waste Management and Radiation Control has completed its review of ATK's Response to Comments on the Surface Water Discharge SWMU Investigation Report dated May 1, 2017. The SWMU Investigation Report was submitted to the Division in July, 2016 and included 24 SWMUs. ATK's request for no further action was approved for 15 SWMUs last March. The Division's comments and ATK's responses were in regard to the remaining nine (9) SWMUs. Based on A TK' s responses to the Divisions comments, the Phase I RFI Report and the inspections that were conducted at each SWMU, ATK's request for no further action is hereby approved for the SWMUs listed in the table below. (801) 536-4284 www.deq.ttlah.gov Printed on 100% recycled paper SWMU#273 Although the four soil sample results reported in the RFI Phase I Report for SWMU #273 appear to indicate that soil contamination associated with the surface water discharge is not a concern, soil gas surveys that were conducted west of building M-585 during the IRP investigation identified areas of contamination in the same area as the SWMU. In addition, the Division determined in 2012 that the M-585 French Drain site (SWMU #227), which is located just south of SWMU #273, had not been sufficiently characterized and the source of contamination detected in well P-6 appears to be unknown. Due to these questions regarding the characterization of soil and groundwater contamination from past waste management practices, no further action is not approved for SWMU #273. It is understood that A TK is preparing a work plan for an additional soil gas survey for the area west of building M-585. The characterization of contamination in the area will be looked at again after the survey is complete. The SWMUs approved for no further action are currently listed in Attachment 6 of ATK's Post-Closure Permit. Attachment 6 will be revised to indicate that these SWMUs have achieved no further action status when the Post-Closure Permit is reissued.
