Dear Mr. Anderson,
ATK Launch Systems, Promontory has prepared this report to summarize activities
conducted under Emergency Permit No. UT-027-2016 between October 2, 2016 and
December 30, 2016. No demining activities were performed on the Kosmo test range
during the permit period.

Annual Disposition Update
As requested by the Division, the following is an update on the current disposition of
flares that have not been located or have been marked for recovery but not yet retrieved.
On March 31, 2014, ATK Launch Systems provided an update for the disposition of
flares that were marked but not retrieved. Eight flares still remained on the test range
despite recovery efforts. A summary of those flares already reported is shown in Table 1.
No change in disposition has occurred for the listed flares.
Table 2 summarizes flares not located or retrieved since the 2014 recovery report. One
flare could not be located following testing and was reported to the Division in June
2015. Other flares listed in Table 2 have a known location, but buried themselves upon
impact and have not been recovered due to poor soil conditions. Conditions will be
monitored and a recovery attempt will be planned for 2017 if possible.
