Dear Mr. Gooch:

The Division of Waste Management and Radiation Control has completed its review of the referenced
Class 2 Permit Modification Request to establish permit conditions for the thermal treatment of
energetic wastes at the Promontory facility. The permit conditions for thermal treatment limits are based
on the results of the Open Burn and Open Detonation Human Health Risk Assessment Report dated
June, 2016.

ATK held a public information meeting on the Class 2 Modification Request at the Brigham City Public
Library on August 25, 2016. An associated 60-day public comment period was also held. The comment
period ended on September 26, 2016 with no comments received from the public.

ATK’s Permit Modification Request is hereby approved with the changes discussed with ATK
representatives on November 16 and 23, 2016. Please find enclosed a compact disc containing the
modified modules and attachments in Word and pdf formats. Please update your copies of the Permit
with these pages.
