Box 144880 Salt Lake City, Utah 84114-4880 Re: ATK Launch Systems Inc., Solid Waste Management Unit 553 Additional Investigation, Promontory EPA ID #UTD009081357 Dear Mr. Anderson: Jeff Vandal, with your office, proposed that the ATK Promontory Facility review a group of eight Solid Waste Management Units (SWMUs) and, as needed, conduct additional investigations. Then based on this additional information, determine if they could be closed with no further action. These SWMUs had previously been investigated and the results reported in the Promontory RCRA Facility Investigation (RFI) Phase 1, August 2000 report. One ofthe SWMUs is 553, associated with the M-19A facility and the historic discharge of photographic wastewater to a drainage channel. A review of the RFI report for SWMU 553 shows that the contaminants of concern were primarily silver and chromium. Eleven samples were collected within the drainage channel. Only one indicated a high value for total chromium at 506 mg/kg, this was a sample 50' down gradient in the drainage channel and 2 feet deep. All the other samples showed typical background levels for total chromium. There were varying values for silver that were above background but below risk based levels. Therefore, the only potential concern is if the sample location containing the high total chromium value has a chromium (VI) value that may exceed the June 2015 EPA Regional Screening Level (RSL) of 0.3 ppm for residential exposure. An additional investigation was conducted on August 8,2014 with another sample collected 50 feet down gradient of the start of the channel and two feet deep. The sample was analyzed for total chromium, total silver and chromium (VI). Results of the sampling showed values similar to the original RFI drainage samples for total silver. The total chromium value was 19 ppm. Although it is less than the previous 506 ppm it is similar to the other original samples from the channel, indicating that the earlier high value is likely an outlier. The chromium (VI) analysis shows a value of non-detect with a 0.214 ppm detection limit. A copy of the laboratory report is attached to this letter. Orbital ATK, Inc. • P.O. Box 707, Brigham City, UT 84302 • 435-863-3511 Orbital ATK Based on the previous RFI sampling and this additional investigation, we conclude that chromium concentrations in the drainage channel are the chromium III form, and do not exceed the current residential risk based level of 120,000 ppm found in the EPA RSL table. This flag is used when an analyte is found in the blank as well as the sample. Indicates an extimated value. This flag is used either when estimating a concentration for tentatively identified compounds or when the data indicated the presence of a compound that meets the identification criteria but the result is less than the EQL (e.g. 3 J with an EQL of 10). Method Detection Limit: The minimum concentration of a substance that can be confidently measured and reported. The laboratory has demonstrated that the MDL can be achieved in a laboratory reagent blank, but does not guarantee it can be achieved in all sample matrices. Estimated Quantitation Limit: The EQL generally is 5 to 10 times the MDL. For many analytes the EQL is selected as the value of the lowest standard in the calibration curve. Dilution Factor: The prepared sample was diluted by this factor because the sample was too concentrated or due to other interferences in the sample matrix. Any dilution factor causes a corresponding increase in the MDL and EQL.
