Box 707 Brigham City, UT 84302-0707 RE: Closure of Solid Waste Managernent Units #642 and#655 atBuilding M-40 ATK Launch Systerns - Promontory Facility uTD009081357 Dear Mr. Gooch: The Division of Solid and Hazardous Waste has completed its review of the Phase I RFI R'eport for SWMUs t*642 and#655. These two SWMUS were also inspected on November 6,2014. Both of these SWMUs are located at Building M-40 which was used in the past for gnnding magnesium. It is understood that ATK is planning to transfer the ownership of this building to its neighbor Autoliv. SWMU #642isidentified as the former discharge area for wastewater from Building M-40. Wastewater at the building was generated from the wash down of its interior to prevent the buildup of fine particles of magnesium. Samples of the wash down water were collected while the building was active in1992. ATK provided the analytical results for these samples after the site visit in November of 2014. SWMU #655 is identified as the area on the east side of Building M-40 where a series of cyclones were located. Fine particles of magnesium from the buildings ventilation system were captured in these cyclones and collected. Magnesium fines that leaked from this system accumulated on the concrete pad beneath the cyclones. This material was then swept onto the ground next to the pad. In the Phase I RFI Report, ATKhas recommended that no further action be taken forboth SWMUs. Based on our review of the Report, the analytical results for soil samples collected at the sites, the site visit and the anallical results of the wastewater samples, the RFI Report for SWMUstt642 and #f655 is hereby approved. Anderson Execrtive Secretam DSHW-2o14416160 In conjunction with the approval of the RFI Report for these SWMUs, the Division has determined that these SWMUs meet the requirements for no further action, as outlined in Section VI.F. of ATK's Post. Closure Permit, since all Contaminants Of Potential Concern detected are either within background concentrations, below EPA Regional Screening Levels (RSLs) orboth. Therefore, the Division concurs with ATK's no further action recommendation. Closure of these SWMUs is also approved. In addition, no land use reshictions apply to the SWMUs.
